The UGA Carl Vinson Institute of Government - Who We Are As a Public Service and Outreach unit at the University of Georgia, the
UGA Institute of Government contributes directly to the university's overarching public service mission of improving people's lives by helping to create jobs and prosperity, developing leaders, and addressing critical issues. Position Summary |
The Human Resources Manager serves as a strategic business partner with primary responsibility of aligning human resources strategies and tactics with organizational objectives for the Institute of Government,
UGA and the University System of Georgia. Inherent in that is managing the human resources functions for the Institute of Government, ensuring HR practices are compliant with regulations, policies and procedures, and leading the HR team. Core HR functions include workforce planning, recruiting and hiring, onboarding, talent management and development, performance management, classification, compensation, employee engagement and retention, and employee relations. The Human Resources Manager supervises the Human Resources Coordinator and the Student Engagement & Programs Manager and reports to the Associate Director for Finance and Administration. |

This role demands a mix of interpersonal, analytical, and strategic skills to navigate complex organizational and human capital management needs.
* Experience as a strategic business partner, ideally with HR and/or talent management
functions
* Knowledge of HR administration principles, concepts and procedures

Human Resources Process and Program Management
- Ensure the right human resources and talent management processes and programs are in place based on organizational strategies and priorities. These include but may not be limited to the following: Workforce Planning and Position Management, Recruiting and Selection, Employee Onboarding, Supervisor Development and Succession Planning, Employee Training and Development, Performance Management, Employee Engagement and Retention, Reward and Recognition.

Employee Relations
- Consult with and provide recommendations to supervisors regarding performance management, staff conflict, disciplinary actions, and termination proceedings to ensure compliance with university policies and procedures.
- Provide guidance and assistance to employees with EEO-related workplace concerns/inquiries, Family Medical Leave Act requests, Americans with Disabilities Act accommodations requests, and employee relations issues.
- Serve as an advocate for employees and assist Institute leadership and others to find effective solutions, as needed.

HR Operations Oversight
- Ensure that hiring, recruiting, and other HR practices are compliant with federal, state, Board of Regents, and UGA regulations, policies, and procedures and reflective of best practices.
- Consult with the UGA Office of Human Resources, Equal Opportunity Office, Office of Faculty Affairs, and Office of Global Engagement to facilitate processes and resolve issues proactively.
- Work with the HR Coordinator and administrative partners across the Institute of Government to ensure HR processes are effective and efficient.
