Overview

The Sierra Lobo Rocket Technology and Engineering Services II (RTES II) contract provides advise and assist services (A&AS) at the Air Force Research Laboratory (AFRL) at Edwards AFB, California. AFRL conducts rocket propulsion research, as well as developing associated test processes and facilities.

The Portfolio Master Scheduler is responsible for integrating, coordinating, and analyzing schedules from multiple independent test facilities and program elements across the AFRL site portfolio. This role requires a strong understanding of complex project scheduling, resource management, and cross-program dependencies. The Portfolio Master Scheduler will proactively identify and resolve resource and asset conflicts, develop and maintain a portfolio-level master schedule, and provide regular reports and analysis to key stakeholders to support strategic decision-making.

Sierra Lobo, offers customers a full range of professional and technical capabilities, including Test and Evaluation, Systems Engineering, and Advanced Technologies. We also develop products and processes related to Cryogenic Fluid and Thermal Management Systems, Densified Propellant Management Systems, and Prototype Extreme Pressure and Temperature Systems. Our customers include the Department of Defense (DoD), the U.S. Air Force, U.S. Navy, U.S. Army, Missile Defense Agency (MDA), and the National Aeronautics and Space Administration (NASA).

This position will be located at Edwards AFB, CA.

Responsibilities

The successful candidate will perform, but is not limited to, the following activities:

    Portfolio Schedule Integration and Management:
    • Integrate individual project schedules from various test facilities and program elements into a cohesive and comprehensive portfolio-level master schedule.
    • Maintain the integrity and accuracy of the portfolio schedule, reflecting current status, milestones, and dependencies.
    • Develop and implement schedule integration and change control processes across the portfolio, to include various test facility schedules and program element schedules.
  • Cross-Program Coordination:
    • Facilitate communication and collaboration between test facilities, program teams, and other stakeholders regarding schedule dependencies and resource constraints.
    • Identify and resolve scheduling conflicts between programs, optimizing resource allocation and minimizing disruptions in partnership with key stakeholders
    • Coordinate shared resource utilization across the portfolio, ensuring efficient and equitable access to critical assets in partnership with key stakeholders.
  • Portfolio Schedule and Resource Analysis and Reporting:
    • Work with portfolio element schedules and schedulers to proactively analyze the portfolio for potential resource and asset conflicts, considering factors such as facility availability, equipment utilization, and specialized personnel.
    • Develop and feed analysis into portfolio-level decision making, strategy, and risk management tools, and assist in ensuring critical analysis information is properly factored into processes.
    • Develop and implement mitigation strategies to resolve conflicts, including schedule adjustments, resource leveling, and alternative resource allocation, in partnership with key stakeholders and affected portfolio element managers
    • Escalate critical resource conflicts to key stakeholders and organizational leads along with recommended solutions.
    • Develop, refine, and/or deploy schedule analysis tools to assist portfolio element schedulers to perform critical path analysis, schedule risk analysis, schedule performance analysis, and other analysis as required.
    • Work with portfolio element schedulers and managers to perform what-if scenario planning at the portfolio level.
    • Develop and distribute regular portfolio schedule performance reports, including key milestones, critical path activities, resource utilization, and potential risks.
    • Provide analysis and insights to the senior stakeholders regarding portfolio performance, resource constraints, and potential impacts on portfolio objectives.
  • Continuous Improvement:
    • Identify opportunities to improve portfolio scheduling processes and tools.
    • Recommend and implement best practices for schedule integration, resource management, and cross-program coordination.


Qualifications

REQUISITE SKILLS:

  • Extensive experience in project scheduling, preferably in a complex, multi-project environment.
  • Proficiency in Microsoft Project scheduling software.
  • Experience with portfolio management principles and practices.
  • Strong understanding of project management principles and methodologies (e.g. CPM, Agile).
  • Strong understanding of DoD scheduling guidelines (e.g. GAO, DCMA, NAVAIR).
  • Experience with risk management techniques and resource allocation.
  • Excellent analytical, problem-solving, and communication skills.
  • Ability to work effectively in a matrix organization and influence without direct authority.
  • Ability to collaborate with multiple stakeholders.
  • Advanced MS Office Suite skills.
  • Public speaking experience to an executive level audience, as well as ability to generate high-quality briefing packages.
  • Experience working in DoD programs desired.
  • Knowledge of USAF R&D testing processes and standards desired.

QUALIFICATIONS:

  • Bachelor's degree in Science, Technical or Management field with extensive relevant project work experience.
  • 10 years' experience working in program scheduling, DoD Aerospace or Test & Evaluation programs preferred with demonstrated experience in portfolio-level schedule management.
  • PMP or PMI-SP certification is desired.
  • Position may require occasional travel.
  • On Site Work. Telework or Remote Work is not permitted.
  • Flex schedule 9/80.
  • MUST be a United States Citizen.
  • MUST possess or obtain a DoD security clearance.
