The College of Arts and Sciences is seeking to hire an experienced Grants & Contracts Officer III.

HERE IS WHAT YOU WILL DO

This position will perform post-award activities for the college's large, complex, and diverse research portfolio of federal, state, local, and private grants, contracts, and agreements. Post-award activities include broad duties in award management and compliance in collaboration with OSPA. This position involves supervision, interaction, and training of team members on post-award activities, including expenditure review, HR transactions, and interpreting award terms and conditions for approving expenses on sponsored projects, among other assigned duties.

THE ESSENTIAL DUTIES AND RESPONSIBILITIES OF THE GRANTS & CONTRACTS OFFICER III ARE THE FOLLOWING:



  • Supervises a GCO I.
  • Interacts with and trains their team members on post-award activities, including expenditure review, HR transactions, and interpreting award terms and conditions for approving expenses on sponsored projects, among other assigned duties.
  • Assist PIs in assigned departments with interpreting local, state, and federal guidelines for sponsored project spending.
  • Assists in determining allowable and unallowable expenses on open projects.
  • Works in collaboration with OSPA and college departments to ensure compliance with sponsored project expenditures.
  • Assists PIs in assigned departments with monthly expenditure review and reconciliation of sponsored projects including reviewing project ledgers monthly for accuracy in payroll and non-payroll expenses.
  • Sends monthly expenditure reports to PIs and collects the signed copies.
  • Addresses any issues noted on the expenditure review forms.
  • Creates, maintains, and sends projections for sponsored projects monthly to PIs.
  • Collaborates and assists PIs and departments with effort reporting, tracking faculty buy-outs, and ensuring that effort commitments are met on sponsored projects.
  • Reviews and approves expenses on assigned sponsored projects in PantherMart and Spectrum.
  • Approves MSS transactions and other personnel paperwork for assigned sponsored projects.
  • Collaborates with COAS research administration staff and OSPA staff on procedures relating to research administration.
  • Collaborate with University Research Centers and other University units to review and approve expenditures that originate in COAS.
  • Troubleshoots procurement and payroll errors with the COAS and University payroll and procurement staff.
  • Collaborates with OSPA staff on post-award tasks for their portfolio, including award set-up, award close-outs, invoicing, and other post-award tasks.
  • Interacts, as needed, with GCO IIIs, GCO IIs and OSPA staff, and University Research Centers on complex issues.
  • Initiates post-award actions on sponsored projects in the research portal, including no-cost extension requests, cost transfers, an award set up, award closeout, residual transfers, and administrative changes to awards.
  • Works in collaboration with OSPA on the submission and completion of these actions.
  • Perform other related duties as assigned.

Qualifications :

Minimum Requirements:



  • Bachelor's degree and four years of related experience, or a combination of education and related experience.


Preferred Requirements:



  • Training and experience with federal grants in a university setting.
  • A background in accounting.
  • Certified Research Administrator.
