JOB PURPOSE:

The Sr. Project Officer will serve as cost lead for business development activities and provide division-level financial analysis for Migrant Service's portfolio of awards. The successful candidate will also be responsible for a limited portfolio of awards and subawards, providing guidance to regarding funder regulations on contracts and cooperative agreements; ensuring financial allowability, allocability, and reasonableness of costs; and providing oversight and guidance to project teams regarding financial management They will deliver critical data insights, champion business process optimization, and provide strategic support for key initiatives, as part of the Migrant Services Administration team. They will support the Migrant Services Administration team to facilitate the continued evolution of data-driven operational strategy and management. They will partner with cross-functional stakeholders to drive the success of the growing division.


Qualifications

ESSENTIAL JOB RESPONSIBILITIES:



  • Business development
  • Manage the development of program budgets for funders, including drafting best value sections, developing budgets, conducting financial analysis, drafting budget narratives, and ensuring compliance with funder requirements.
  • Support cost discussions and negotiations with investors and external partners.
  • Develop tools and frameworks for simplifying budget inputs from technical and management teams.
  • Initiative-level financial management and data analysis
  • Manage monthly financial review and advise teams on long-range budget/planning issues; monitor expenses and budgets; and conduct financial analyses including forecasting and pipelines in coordination with National Director of Migrant Services Administration (NDMA).
  • In partnership with Project Management team, develop dashboards, processes, and/or tools to track financial targets and monitor operational performance metrics, diagnose root-cause, shed light on historical trends and patterns, and provide pacing against monthly and quarterly targets.
  • Draft accrual and pipeline reports for NDMA's review and approval.
  • Integrate and maintain data sheets in Smartsheet consolidating division management information.
  • Respond to internal and external audit queries, as required.
  • Operational oversight
  • Provide guidance to project teams, ensuring coordination and alignment with Endeavors and Migrant Services strategies, SOPs, and investor requirements. * Escalate potential compliance or financial risks to NDMA and appropriate technical lead.
  • Liaise with all Endeavors business units (Procurement, Finance, IT, Legal Affairs, and Human Resources) to ensure operational efficiency.
  • Ensure accurate data and knowledge management across tools and systems; including but not limited to: Smartsheet, Salesforce, and Sage.
  • Support creation and maintenance of project guidance documents, including internal standard operating procedures, as assigned.
  • Award and outgoing agreement management
  • Ensure timely and compliant submission of deliverables to funders.
  • Participate in funder and partner meetings to advise on operations processes and monitor for potential compliance and/or project completion risks.
  • Contribute to and review investor narrative reports for assigned awards.
  • Provide full life cycle management of contracts and subawards from solicitation to closeout.
  • Other duties as assigned.


ESSENTIAL QUALIFICATIONS:

EDUCATION:

* Bachelor's degree required in business administration, public administration, nonprofit management or 3 years of related experience or equivalent combination of education and experience.

EXPERIENCE:

* Knowledge of 2 CFR 200 and in-depth experience with FAR and HHS guidelines preferred.

* An analytical problem solver comfortable tackling ambiguous, sophisticated opportunities and delivering a logical action plan.

* Demonstrated financial and project management skills, with ability to use data to tell a compelling story.

* Project/Program Management Certification (PMP, CAPM, CSM, etc.) preferred

* Proven success building and scaling cross-functional project and financial management solutions.

* Proficiency in Microsoft Office software suite and ability to learn other financial systems/software.

* Experience with Smartsheet, Tableau, and other Business Intelligence and Data Visualization tools helpful.

* Team-focused and collegial with the ability to interact with diverse colleagues and facilitate strong working relationships; adept at working closely with others over geographical distance.

* Excellent written and oral communication skills in English; diplomacy in communicating with broad and diverse audiences.

ATTENDANCE: Must maintain regular and acceptable attendance at such level as is determined in the employer's sole discretion.

LICENSES: Driver's License with clear record.

VEHICLE: Must have daily use of a vehicle without prior notice.

OTHER: Must be available and willing to travel to various locations and with such frequency as the business need dictates.
