OPEN RECRUITMENT

This is a location specific recruitment. Applicants must be willing to work in Charles County to be considered. The resulting list of eligible candidates will be used to fill this Maryland Transportation Authority (MDTA) position/function only. The MDTA owns, operates, and maintains eight major toll facilities comprised of four bridges, two tunnels, and two turnpikes, across the State of Maryland. For over 50 years, the MDTA has provided Maryland's citizens and visitors with safe, secure, and convenient transportation facilities. Nature of Work: This is the managerial level of work directing a maintenance program for a major facility or division at the Maryland Transportation Authority (MDTA). The Chief Facility Maintenance Officer (CFMO) assumes authority and responsibility for the facility or division and its operations as assigned by the Facility Administrator in charge. The CFMO is also responsible for implementing the facility maintenance work program and provides technical advice to higher level officials concerning construction, reconstruction, and long-range preventive maintenance programs. The incumbent in this position will oversee facility maintenance supervisors, technicians, and skilled trades workers. Other duties include but are not limited to:

  • Overseeing and coordinating daily work schedules, maintenance inspections, prevention and programs;
  • Directing the repair work on the facility buildings, roadway and bridge deck;
  • Attending meetings concerning facility projects;
  • Establishing weather related schedules and reporting facility status information during weather related events;
  • Driving maintenance fleet during emergency operations;
  • Taking part in the development of the annual budget and monitoring the fiscal budget of maintenance related materials, services and equipment;
  • Making authorized purchases using the agency credit card and reconciliation of all transactions; and
  • Overseeing safety meetings and maintenance trainings to ensure maintenance is in compliance with the maintenance programs.
Additionally, this work requires periodic on-site inspections of facility maintenance work to ensure compliance with operational and safety standards. On some assignments, employees may be required to supervise work on equipment located at high elevations or in cramped quarters in buildings or underground. Work may be performed outdoors in all weather conditions. Employees in this classification are considered essential employees and are subject to emergency call back, twenty-four hours a day, as may be required in order to maintain continuous and safe operation of a facility. Employees may be required to work rotating shifts to include evenings, nights, weekends and holidays.

The Chief Facility Maintenance Officer receives managerial supervision from a Facility Administrator or other higher level designated official. The current vacancy exists in Charles County, MD at the Harry W. Nice Memorial/Senator Thomas "Mac" Middleton Bridge (Nice-Middleton) .

Qualifications

MINIMUM QUALIFICATIONS:

Education: Graduation from a standard high school or possession of high school equivalency certificate.

Experience: Eight years of experience in construction, facilities maintenance or skilled trade work. Four years of this experience must have been in a supervisory capacity.

Licenses & Certifications

1. Employees in this class are assigned duties which require the operation of motor vehicles. Employees must possess and maintain a Class C motor vehicle operator's license valid in the State of Maryland. Applicants must list the license number and date of expiration on the application. During the probationary period, the employee may be required to obtain and maintain a Class A or B Commercial Driver's License (CDL), valid in the State of Maryland depending on the type of equipment operated.

2. Employees in this class may be required to satisfy the employing administration's training and certification program requirements to obtain and maintain permanent status in this classification.

1. Applicants may be required to demonstrate the ability to perform and supervise maintenance work on high structures and in cramped quarters in tunnels, underground and in buildings.

2. Employees must be willing and available for duty at such hours, day or night, as may be required in order to maintain continuous and safe operation of a facility. Employees are required to maintain a reliable communication link (telephone or beeper) at their own expense for the purpose of emergency call back requirements.

3. Applicants may be subject to a background check which may impact employment. A history of arrest or conviction is not an automatic disqualification to employment.

4. Employees who work with or may be exposed to hazardous materials such as asbestos, lead-based paint or chromium may be required to undergo periodic medical testing, pass hazardous materials training, and have the ability to wear a respirator.

5. Employees in this classification are considered "Essential Employees" and may be required to sign and agree to all policies and procedures relating to "Essential Employee" status.

6. Candidates will be subject to pre-employment drug testing in accordance with the Transportation Code of Maryland Regulations 11.02.11, Testing for Illegal Use of Drugs.

7. Employees in this classifications are subject to substance abuse testing in accordance with the Transportation Code of Maryland Regulations 11.02.11, Testing for Illegal Use of Drugs.
