DEPUTY CHIEF OF PUBLIC FACILITIES DEPARTMENT OF PUBLIC FACILITIES CITY OF WORCESTER The City of Worcester seeks qualified applicants for the position of Deputy Chief of Public Facilities (DCPF) for the Department of Public Facilities (DPF). Under the direction of the Chief of Public Facilities, the position is responsible for assisting the Chief with facilitating the maintenance and sustainability of various City facilities. The DCPF is responsible for the daily operation and maintenance of City buildings, building asset and energy data management including financial reconciliation, and short- and long-term project planning. The DPF is focused on all aspects of the operations of a set of assets, providing support to City Departments regarding all repairs and investment plans as well as overseeing the implementation of policies, procedures and programs that will assure well-managed, well-maintained buildings and facilities. The DCPF is responsible for assisting in operational and capital planning, design coordination, review, and contract management. The employee is required to perform all similar or related duties. Bilingual applicants are encouraged to apply. ESSENTIAL ELEMENTS:
- Responsible for the day-to-day operations of DPF Facilities Operations and Capital Project teams, ensuring that all services are effectively delivered, and facility needs are met including custodial, life-safety, engineering and general maintenance. Ensure that staff implement and provide these services in a manner consistent with City policies and directives.
- Collaborate closely with the Chief of Public Facilities to ensure departmental priorities and comprehensive long-term strategic plans and objectives align with the Department vision and direction.
- Ensure all aspects of service delivery are pursuant to contracts and perform periodic and ongoing performance and financial review, draft Request for Proposals, and assure payments and invoicing match contract pricing. Initiate audit & control systems to ensure statutory, policy and contractual commitments are met.
- Work closely with the Building Operations Manager to ensure he Facility Management team is properly administering maintenance programs relating to the interior and exterior of City buildings.
- Assist with architectural design and construction management services on any City capital facility project. This will include the preparation of construction plans and specifications in compliance with all applicable building and engineering codes and architectural standards; the preparation and filing of applications for any and all permits and approvals necessary to implement and complete any capital facility project.
- Assist with the administration of the public bidding laws for the award of capital facility improvement contracts; the preparation of feasibility studies, master plans, building programs, engineering studies, environmental assessments, cost estimates, conceptual design, design development plans and construction management services.
- Assist with the developing, preparing and presenting the proposed/actual annual departmental budget, quarterly forecasts, and business plans.
- Assist with developing, preparing and presenting capital budgets for City Facilities. This includes contributions towards a multi-year plan of maintenance, facility improvement and cost reduction initiatives.
- Assist the Chief in the approval of all positions and direct the hiring, training and motivational activities of the Department of Public Facilities staff.
- Responsible for effective and proactive employee relations with all staff and assist with conducting and approving all performance evaluations of staff.
- Work closely with the Chief to improve and change existing methods, processes, and standards within job discipline.
- Availability to work nights, weekends, and holidays, as needed, and to respond to emergency situations on an "on-call" basis 24/7/365.
- Assist with facilitating building maintenance and management services for municipal and public buildings; to include the care, custody and control of the properties, including real property interests, personal property and tangible and intangible property.
- Provide consultation to the Accessibility Advisory Commission and review plans and explain compliance of the plans in regard to architectural access regulations and codes and to ascertain whether any changes in such plans are feasible to improve building and facility access beyond that which said regulations and codes may require.
- Attend seminars or training programs to maintain knowledge and awareness of techniques, utilization of technology, energy, state and federal laws regarding the divisions/department.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:
- Thorough knowledge of City policies, operating practices, and procedures of the department as well as applicable State and/or Federal laws/regulations.
- Understanding or knowledge of the legal and fiscal constraints that govern the City of Worcester.
- Understanding of the Massachusetts State procurement laws for both operational and capital project initiatives.
- Possess a strong knowledge and understanding of building mechanical, structural, and electrical systems.
- Thorough understanding of MA building codes, City ordinances, and best practices affecting construction and repair.
- Ability to quickly grasp job responsibilities and expectations, build relationships with direct reports and other staff members and stakeholders.
- Demonstrated ability to work successfully with high level teams.
- Demonstrated ability to work independently with little or no supervision.
- Experience in strategic planning and budget management.

MINIMUM REQUIREMENTS:
- Bachelor's degree in business administration, facilities management, planning and design, architecture, or engineering, safety management, security management or a related field, OR;
o An equivalent combination of education, training and five (5) years of experience which provide the required knowledge, skills, and abilities to perform the essential functions of the job will be considered in lieu of the above requirements.

- Valid driver's license and access to reliable transportation
PREFERRED QUALIFICATIONS:
- Master's degree business administration, facilities management, planning and design, architecture, or engineering, safety management, security management or a related field
- Seven (7) years of work experience in facilities management
- Prior municipal experience.
- Five (5) years of experience with Project Management
- Five (5) years of experience with staff supervision
- Five (5) years of experience establishing and managing operational budgets
