Pay Rate/Range: The budgeted salary range that the University reasonably expects to pay for this position is $100,000 to $110,000/year. Salary offers are determined based on final candidate qualifications and experience; the budget for the position; and the application of fair, equitable, and consistent pay practices at the University. The full salary range for this position is $77,000 to $139,200/year.

Brief Summary of Job Duties:
The Business Officer provides management support to the Chair of the Department of Bioengineering in the College of Engineering. The Business Officer is responsible for long-range planning, coordination, organizing, staffing, and supervising all staff including the following areas: financial, contract & grant administration, academic and staff personnel administration, academic programs, student affairs, communications, and space management. Develops internal systems and procedures for the operations for the new and rapidly growing department. The Business Officer actively participates in proposal writing for new academic initiatives and their submission & review, and is responsible for the implementation & coordination of any new approved academic degree programs. Independently exercises discretionary powers to solve managerial and/or programmatic issues.
Required Qualifications:
- Bachelor's Degree in related area and/or equivalent experience/training.
- 4-6 years of experience in Financial Management and Forecasting.
- 4-6 years of experience with online payroll/personnel system; online timekeeping system; and online financial management system.
Preferred Qualifications:
- 4-6 years of experience and familiarity with UC Systems (UCPath, Kronos, Espresso).
- 4-6 years of experience in employee supervision.
- Solid knowledge of financial analysis and reporting techniques; human resources and risk management planning; accounting and payroll.
- Solid knowledge of the organization's processes, protocols and procedures with a focus on budget, account and fund management and / or personnel management within labor contract(s) and personnel policy.
- Solid knowledge of common organization-specific and other computer application programs.
- Solid interpersonal skills including verbal and written communication, active listening, critical thinking, persuasiveness, advising and counseling to effectively motivate others.
- Skills to quickly evaluate complex issues and identify resolutions.
- Solid organizational and customer service skills to effectively manage multiple priorities.
- Demonstrated skills in employee supervision and HR administration.

Job Functions and Percentages of Time:
- 25% Operations Management - Provides high-level management support and consultation to the Chair on all aspects of the operations of the department. Provides oversight of administrative support to the faculty, department officers and department committees. Responsible for a full range of management functions necessary for the conduct of the teaching and research missions of the department. Acts as liaison between students, faculty, staff, Office of the Dean, and the campus in solving various inquiries, requests and complaints. May attend faculty meetings and advise both department faculty committees and individual faculty. Must use considerable judgment and tact in dealing with all university constituents. Periodically conducts analyses of all functional areas to assure effective and efficient operations. Assesses probable effects on department when changes in policies occur and develops plans to integrate those changes into departmental practice. Performs special projects as identified by the Chair. May serves on College- and campus-wide committees as needed. Actively participates in proposal writing for new academic initiatives and their submission & review, and is responsible for the implementation & coordination of any new approved academic degree programs. May perform other duties as assigned.
- 30% Financial Management - Responsible for management of all fiscal activity and operations for the department. Prepares annual budget requests for Temporary Sub 0 and TA funding for submission to the Dean of the College of Engineering. Prepares budgetary forecasts, advises, and prepares annual budget requests (sub 0-9). Advises the department Chair of financial adjustments as necessary to assure that funds are properly allocated and administered; develops and advises the Chair on short-term & long-term financial plans in response to campus and departmental goals and objectives. Reviews monthly expenditure reports and provides analysis and ensures that funding and expenses meet budgetary goals. Reviews monthly financial statements for university-funded awards including, Academic Senate Faculty Research, Undergraduate Research, other miscellaneous grants and extramural awards. Oversees the Contracts and Grant and Financial Manager and monitors all contract and grant activity to assure compliance with regulations established by the granting agency and the University Office of Sponsored Projects. Monitors budgets, analyzes and projects patterns of spending. Has the responsibility and authority to implement changes. Manages internal record-keeping, and documentation processes, and ensures that internal controls adhere to University, State, and Federal policies and procedures. Oversees the maintenance of audit-able records associated with all financial transactions. Holds signature authority on all accounts. Monitors donor pledges, gifts endowments, and sponsorships. Oversees compliance with campus and UC policies and procedures governing gifts. Must be knowledgeable and familiar with UCSB and Regents endowments, and is responsible for stewardship of gifts and donor relations.
- 25% Personnel Management & Supervision - Manages staff of 5 career positions, responsible for analyses of staffing requirements, job duties, recruitment, training, hiring/termination, performance evaluations, merit recommendations, disciplinary action and professional development. Represents the department in grievances and mediates in labor relations issues. Prepares short and long- range plans for the administrative operations and improvements to processes. Establishes and recommends change to policies that affect Department of Bioengineering. Responsible for dispute resolution and corrective actions process. Assures compliance with University, State, and Federal regulations on all functions stated above. Establishes performance standards, ensuring that employees are knowledgeable of the department's customer service, audit, and evaluation criteria. Responsible for analyzing staffing and other student and instructional program areas needing review. Oversees the UCPath transactions for all academic appointments and serves as mandatory reviewer. Provides oversight to the Student Services Manager and Academic Personnel Analyst. Evaluates staffing needs, and is responsible for recruitment and hiring activities. Institutes proper training programs for new and continuing employees and monitors accuracy of work performed by administrative staff. Implements training and performance standards for employees. Supervises staff responsible for providing support to the Chair and Academic Personnel/Recruitment committees involved in all academic personnel areas including faculty appointment, post-doc, graduate researcher and TA appointments, recruitment and retention, merits and promotions. Provides consultation to Staff Academic Personnel Analyst and Department Chair regarding implementation of relevant policies and procedures. Supervises the Administrative Assistant who is responsible for general administrative support to the department, assisting with departmental events, building access control and procurement duties.
- 10% Space & Facilities Management - Working closely with the Chair, develops short- and long-term space plans for administrative and research needs, including offices, kitchens, storage, research labs, and department teaching space. Responsible for campus and college requested space audits. Works closely with the Assistant Dean for Building Construction and Space Management in securing additional space and managing renovation projects. Serves as the liaison with Facilities Management, and Environmental Health and Safety as needed.
- 10% Special Projects - Manages, coordinates and supervises special projects as required for departmental operations and/or assigned by the chair. Serves on college and campus-wide committees.
