Location: Norfolk, VA or Charleston, SC

Clearance Requirement: Active Secret (TS/SCI preferred)

Ellumen is seeking an experienced Computer Engineer III to support the Navy's Defense Health applications as part of an Agile, mission-driven team. This position provides engineering, integration, cybersecurity, testing, and lifecycle support for Theater Medical Information Program (TMIP) and Joint Operational Medical Information Systems (JOMIS) applications.

Responsibilities:

  • Provide engineering and integration support across testing, cybersecurity, deployment, training, sustainment, release management, and reporting.
  • Lead software development efforts, including design, development, and documentation using Agile and DevSecOps methodologies.
  • Develop and maintain a Software Development Plan (SDP) tailored to project requirements.
  • Incorporate security requirements across all development phases using RMF, RAISE, and DevSecOps frameworks.
  • Collaborate with NIWC Atlantic and Cloud Hosting Services to maintain system operations in secure AWS environments (Impact Levels 4-6).
  • Perform Oracle Streams and J2EE setup and configuration for system design and development.
  • Conduct cybersecurity activities including assurance certification, testing, monitoring, compliance, and remediation.
  • Provide support for forward-deployed environments, including potential travel to Forward Operating Bases (FOBs).
  • Report metrics and recommend solutions for trouble tickets related to software and hardware systems.


Qualifications:

  • Bachelor's degree with 11 years or Master's degree with 7 years of experience in computer engineering, software development, or computer networks from an Accreditation Board for Engineering and Technology (ABET) accredited program
  • Minimum of 3 years of technical experience in areas such as systems analysis, web development, engineering management, or medical systems.
  • At least 1 year of experience supporting information assurance/network protection or virtualization projects.
  • Relevant certifications (or ability to obtain within 18 months):

    • Preferred: Professional Software Engineering Master (PSEM), Certified Software Development Professional (CSDP)
    • Or vendor-specific certifications: Microsoft, Red Hat, Cisco, Oracle, VMWare, AWS/Cloud, etc.




  • Experience with Agile, DevSecOps, and RAISE frameworks
  • Strong understanding of cybersecurity policies, system accreditation, and risk assessment
  • Hands-on experience with cloud-native architectures and secure cloud environments (AWS GovCloud)
  • Knowledge of medical IT systems and operational support within DoD environments
