Job Description

Albany Engineered Composites, Inc. is looking for an experienced Facility Security Officer (FSO) for its Advanced Programs business in Rochester, NH.

The Facility Security Officer (FSO) will implement the industrial security program and ensure security requirements are met for the Albany facility and program office. Coordinate and monitor highly sensitive aspects of DoD or other industrial security programs and other security activities while ensuring compliance with government and company security policies and procedures. Manage oversight of classified document handling and transmissions, facility access controls, visitor controls, and security education and awareness. Have a thorough understanding of security databases such as DISS, NISS and NBIS. The FSO is responsible for implementing and providing guidance to customers and management on security issues such as security education, classified document control, security investigations, classification control and personnel security clearances. Perform oversight and management functions for various multiple security programs. The FSO position requires the knowledge and understanding to apply Physical Security requirements to include collateral Open Storage Areas. Along with working knowledge of SF-86, SF-312, DD-254, SF700, SF701, and SF702 forms. Familiarity with Technology Control Plan (TCP) and Operations Security (OPSEC) controls.

Responsibilities

ESSENTIAL JOB FUNCTIONS:



  • Serve as Key Management Personnel (KMP) for the business and perform all associated responsibilities
  • Serve as Insider Threat Program (ITP) Senior Official, responsible for implementation, oversight and training of the program
  • Supervise and direct security measures necessary for implementing the applicable U.S. Government (USG) security requirements to ensure the protection of classified information
  • Ensure contract security compliance with National Industrial Security Operating Manual (NISPOM), and Contract Security Classification Specification (DD254)
  • Administer day-to-day security programs, personnel processing, program reviews, document control system, audits & self-inspections, security violation investigations & reports, receipt/dispatch/destruction/mail logs, visit certs, etc.
  • Conduct security self-inspections, apply risk mitigation methodologies, support customer assessments, and implement security measures to meet requirements
  • Provide clear guidance to company employees, and recommend modifications to operations policies or procedures as appropriate
  • Provide onsite support for all Department of Defense (DoD) security actions and serve as the primary security liaison with U.S. Government (USG), Department of Defense (DoD) counterparts
  • Prepare and issue subcontract DD254s, collaborate with Customer on Prime contract DD254s and prepare facility sponsorship documents
  • Maintain all security documentation and files in accordance with the Defense Counterintelligence Security Agency (DCSA) or identified Cognizant Security Agency (CSA) requirements
  • Maintain classified safeguarding and prepare classified transmittals in accordance with 32CFR Part 117/NISPOM guidelines and requirements
  • Manage and maintain oversight of all classified systems working in collaboration with the Information System Security Manager (ISSM)
  • Review all contracts and DD254s that have any elements of classified work
  • Provide threat and vulnerability assessments to ensure the security and protection of Facility Clearance (FCL) government contracts and cleared employees
  • Manage personnel security clearances to include initial clearance submissions and periodic reinvestigations with employees, providing guidance and instruction to employees to ensure completion of security paperwork, performing ink and electronic fingerprinting of initial clearance candidates, and providing follow-up clearance statuses on processed clearances to managers for specific contracts
  • Conduct new employee security briefings, exit interviews and debriefing, investigate and report security violations and incidents
  • Prepare and facilitate annual refresher training and prepare necessary documentation in support of the annual DCSA audit
  • Obtain rulings, interpretations, and acceptable deviations for compliance with regulations from government agencies
  • Interpret government policies in the development and implementation of security plans and procedures
  • Conduct Semi-Annual Self Inspections
  • Provide security support to HR, Recruiting, and Proposal teams

EDUCATION AND EXPERIENCE:



  • Bachelor's degree or equivalent
  • DCSA FSO Certification
  • 5 years of experience as an FSO to include experience as a cleared defense contractor working in corporate and government environments
  • Experience with the classification management process and classification guides associated with DoD information
  • Experienced in implementing security policy and procedures to ensure compliance with the National Industrial Security Program (NISP) and other government security regulations.
  • Experience adhering to and ensuring compliance with NISPOM, Federal security regulations, and corporate security policies and procedures.
  • Experience leading and conducting internal audits, participating in Government assessments and inspections, investigating and mitigating areas of risk or non-compliance, pre-employment vetting


Qualifications

KNOWLEDGE, SKILLS AND ABILITIES REQUIRED:



  • Must have active in-scope SECRET clearance
  • Must be a United States citizen
  • Extensive knowledge of industrial security administration and government databases that include, but are not limited to:


    • Defense Information Systems for Security (DISS)
    • National Industrial Security System (NISS)
    • NBIS Electronic Application (eApp)
    • Possess knowledge of DCSA Assessment and Authorization Process Manual (DAAPM) Version 2.1


  • Must have strong knowledge of 32CFR Part 117 NISPOM, and DoD security compliance documents
  • Working knowledge of ISSM roles and responsibilities
  • Effectively communicate verbally and in writing to internal and external customers, with the ability to offer experienced guidance to executive staff and subcontractors.
  • Proven ability to work with leadership at the executive level.
  • Previous successful relationship with DCSA.
  • Strong communication skills, strong critical thinking and problem-solving skills; self-motivated with ability to effectively prioritize multiple projects; ability to work with people in a team environment and deal effectively with changing project priorities.
  • Ability to manage time, make sound decisions, take independent action, analyze problems and provide focused solutions.
  • High degree of attention to detail.
