The Financial Reporting & Analysis (FRA) Division governs and oversees general ledger transactions activities inclusive of, but not limited to: reconciliation and analysis of financial records; external financial audit facilitation; ensuring financial transactions are accurate, complete and in compliance with legislative and administrative policies; representing the department in coordinating and responding to internal/external auditors and other City agencies; and manages the issuance of key financial reports inclusive of the SFPUC Audited Financial Statements for each of the Water Enterprise, the Wastewater Enterprise, and Hetch Hetchy Water & Power & Clean-PowerSF; the Comprehensive Annual Financial Report and the Popular Annual Financial Report.

Job Description

The Director of Financial Reporting & Analysis reports to the Deputy Chief Financial Officer and directs the large and complex fiscal operations of the SFPUC for financial reporting, analysis, general ledger operations, external audits and serves as the financial reporting liaison for the SFPUC with the Office of the Controller, other City departments, external and internal auditors, and other stakeholders.

The FRA Director leads a team of approximately 20 professionals in a complex financial accounting and operations environment, using the City's financial system and SFPUC proprietary systems to support general ledger analysis and financial reporting. This critical leadership role is a key member of the Business Services Bureau and department management team, advising agency-wide staff daily on how to best meet changing business needs within established citywide accounting policies and procedures.

The ideal candidate will possess exceptional financial acumen with demonstrated leadership and oversight of financial accounting and reporting, auditing, including strong decision-making skills within a large, diverse and dynamic agency or corporation. The role requires technical proficiency, diplomacy and a strong business acumen to be successful.

Essential Functions:

  • Direct and manage the annual financial statement reporting process to ensure the Audited Financial Statements (AFS), Comprehensive Annual Financial Report (CAFR), and Popular Annual Financial Report (PAFR) are all issued timely and accurately - without any audit findings.
  • Identify and implement innovative value-added methods to deliver financial data and other information to executive and senior management that would support strategic and informed decision-making.
  • Development and present management reports to senior management - inclusive of operational and financial plans, program management, operating procedures and policy recommendations.
  • Oversee the GASB 87 and 96 entries and reporting in the LeaseController system and ensure compliance and proper financial statement reporting.
  • Manage the monthly, quarterly and annual financial analysis and reconciliation of general ledger to ensure timely, complete and accurate financial records. Identify and resolve discrepancies; and provide detailed trend analysis to incorporate into the audited financial statements.
  • Oversee the quarterly and fiscal year-end process for FRA areas to ensure timely, accurate and complete transactions and work tasks.
  • Review financial schedules, workpapers, and reports to ensure financial integrity.
  • Direct and oversee staff to manage and facilitate all financial audits (e.g., interim and annual financial statement audits, comprehensive annual financial report, OMB A-133 Uniform Guidance (Single Audit), inventory audit and others as required.)
  • Direct and oversee preparation of prepared-by-client (PBC) documents and schedules from visiting financial statement auditors, performance auditors, and external agencies. Ensure timely, accurate and complete resolution of questions related to audit field work.
  • Represent SFPUC Financial Services at the City level for matters related to the Peoplesoft Financials and Supply Chain Management (Peoplesoft) system's functionality, supporting general ledger, financial reporting, fixed asset accounting/reporting, and other areas as required. Maintain current and thorough working knowledge of Peoplesoft. Lead/collaborate with management stakeholders for ongoing enhancements, expansion and utilization of the PeopleSoft system and functionalities.
  • Develop and implement innovative tools and resources within the FRA Division by leveraging Peoplesoft and other resources to increase efficiencies and effectiveness in business processes, financial management reporting and governance in accordance with Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standard Board (GASB) standards.
  • Develop and maintain accounting and financial policies, procedures, and methodologies; identify issues and implement resolutions to improve financial performance and mitigate risks, based on GAAP and GASB standards, administrative policies, practices, and procedures.
  • Advise SFPUC enterprise divisions and bureaus and other city departments with respect to financial systems; accounting principles; City accounting rules and guidelines and SFPUC Accounting Policies and Guidelines.
  • Oversee the accounting and financial reporting aspects of preparation and submission of Inflation Reduction Act tax forms (IRA) program. Ensure forms are complete and accurate and submitted in a timely manner.
  • Lead, supervise and motivate staff.

The 0932 Manager IV (Financial Reporting and Analysis Director) will perform other related duties as assigned.

Qualifications

Education:Possession of a Bachelor's degree from an accredited college or university in Accounting, Finance, Business Administration or a closely related field, AND

Experience:Five (5) years of progressively responsible professional accounting, auditing, and financial experience, of which three (3) years must include experience supervising professionals engaged in the above work.

Education Substitution:Additional years of qualifying experience as listed above may substitute for up to two years of the required degree on a year for year basis.One year of full-time employment is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week.)

Desirable Qualifications:

  • Experience managing financial reporting and analysisoperations in a large utility or governmental/public sector agency;
  • Strong analytical planning organizational and presentation skills;
  • Strong verbal and written communication skills.

Supplemental Questionnaire Examination (Weight 100%)

The Supplemental Questionnaire is an exam and contents will be evaluated and scored. The Supplemental Questionnaire Exam is to evaluate the experience, knowledge, skills and abilities that candidates possess in job-related areaswhich have been identified as critical for this position and include, but are not limited to:

  • Knowledge of governmental accounting principles and guidelines as mandated by government agency's Controller, GASB, GAAP and other regulatory agencies.
  • Ability to direct and manage a large financial reporting and analysis division inclusive ofenterprise fund accounting, general ledger analysis, financial audit facilitation, and financial reporting.
  • Ability to govern and continuously refine a financial reporting and analysis internal control environment through policies and procedures, training, and monitoring.
  • Ability to lead and motivate staff through performance management, training, career-path development, and work force succession planning.
  • Ability to effectively communicate both orally and in writing, expressing ideas, policies, and technical issues with sharp business acumen.

Passing Score:Candidates must obtain a passing score on the Supplemental Questionnaire in order to be placed on the score report for positions in this job class.

Certification:The certification rule for the eligible list resulting from this examination will be Rule of the List. Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.

Eligible List/Score Report: A confidential eligible list of applicant names that have passed the civil service examination process will be created and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

This pool of candidates on the eligible list may be used to fill additional vacancies in this class.

The duration of the eligible list resulting from this examination process will be of six (6) months and may be extended with the approval of the Human Resources Director.
