The Building People is seeking a Proposal Operations Specialist to lead and enhance our proposal development program. This role requires a senior-level professional with extensive experience in federal proposal management, business development, and capture strategy.

Key Responsibilities

Strategic Capture & Business Development



  • Develop win themes, strategies, and competitive positioning aligned with customer needs.
  • Lead proposal kick-offs, color team reviews, and strategy sessions to refine solutions.
  • Support capture planning efforts, including teaming, price-to-win analysis, and competitive assessments.
  • Collaborate with Business Development to align proposals with corporate growth strategies.
  • Provide insights on market trends, competitor analysis, and industry innovations.


Proposal Development & Compliance



  • Oversee the full lifecycle of proposal development, ensuring high-quality, compliant, and competitive submissions.
  • Manage proposal schedules, assignments, and quality assurance processes.
  • Ensure adherence to Federal Acquisition Regulations (FAR) and government contract requirements and use standard best practices for submitting compliant proposals.
  • Review RFQ/RFPs for proposal production/documentation guidelines.
  • Research, prepare, and revise proposal materials, including but not limited to resumes, past performance, responses to sources sought, etc.
  • Work with Capture Manager(s) to develop, maintain, and communicate proposal outline, schedule, and other activities.
  • Craft data calls to solicit required information to develop content for proposal sections.
  • Serve as the point of contact for sources providing information for proposals, ensuring deadlines and materials are coordinated effectively with The Building People staff and teammates.
  • Write compelling, compliant, quality-driven proposal sections or edit existing technical content, highlighting win themes, features and benefits, risks and mitigation approaches, and discriminators as appropriate.
  • Proofread and review proposal material throughout the proposal development process.
  • Create proposal templates and finalize proposal documents using MS Word and other MS Office software, and/or AI Software.


Process Improvement & AI Integration



  • Leverage AI tools to enhance content development, process efficiency, and knowledge management.
  • Establish and maintain a knowledge repository for reusable content, past performance, and proposal templates.
  • Implement automation and technology-driven solutions to improve proposal efficiency.
  • Ensure the integration of data analytics and metrics to assess and improve proposal success rates.


Proposal Best Practices



  • Assist in development and implementation of best practices, SOPs, templates, and guides for proposal processes.
  • Participate in a culture of continuous improvement through training and coaching in Shipley-based proposal development.
  • Ensure cross-functional collaboration with Business Development, Capture, and Operations teams.



This role is a critical component of The Building People's growth strategy, ensuring the development of winning proposals and strengthening our competitive positioning in the federal marketplace.

Qualifications & Experience



  • 3-5 years experience in federal proposal management, capture strategy, and business development.
  • Expertise in Shipley-based proposal development, FAR compliance, and government contracting.
  • Experience leading large, managing complex proposals ($50M+ opportunities), developing, and writing Proposals in response to U.S. federal and/or Department of Defense Requests for Proposals.
  • Strong leadership and team management skills in a virtual or hybrid work environment.
  • Technical writing and proposal content development expertise.
  • Proven ability to manage multiple priorities and work under tight deadlines.
  • Extensive experience in Microsoft Office (incl. Excel & PowerPoint, SharePoint, and proposal automation tools.
  • Ability to obtain and maintain a security clearance (preferred).
  • Familiarity with AI-driven proposal development tools, CRM systems, and knowledge management platforms.


Professional Certifications & Training



  • Association of Proposal Management Professionals (APMP) Certification (Preferred)
  • Shipley Capture Management & Proposal Development Training (Preferred)
  • Project Management Professional (PMP) Certification (Preferred)


Additional Requirements



  • Willingness to travel up to 25% annually for customer meetings, strategy sessions, and industry events.
  • Bachelor's degree (preferred)
