Position Description:
The Vice President of Operations under the direction of the EVP and Chief Property Management Officer of Property Management has overall responsibility for a region that is currently 3400 +/- rental units. The VPO is an integral part of the property management leadership team which focus on low and moderate housing, by acquiring and developing of affordable housing to promote neighborhood improvement for the benefit of persons and families of low and moderate income and for the elderly, disabled and other disadvantaged persons. This role directs and mentors multiple Property Management Regional Directors (PM RD) in all phases of property, leasing, maintenance and financial operations ensuring that the company's financial, business and customer service objectives are achieved globally. The VPO will foster alignment across their region with resident services and other department initiatives to create consistency, brand integrity, and an environment for the residents that allow them to maximize their social and economic potential. The VPO will participate in developing tactical and effective plans for the property management department to best achieve TCB strategic plan to be the management company of choice and increase the size of the portfolio.
Essential Functions:
The VPO will promote consistent adherence to TCB standard operating policies and the employee handbook across his/her region ensuring that the mission of The Community Builders is reflected in the policies and procedures implemented. A primary role of the VPO is to deliver leadership, mentoring and direction to enhance the skills of employees and foster a collaborative, positive work environment across all departments.
- Promote and monitor adhering to established metrics and benchmarks as well as proactive, regionally specific initiatives and strategies that further help promote the optimum performance of the region.
- Offer guidance, industry metrics and performance expectations to the property management teams in the preparation and achievement of annual operating budgets and break even. Meet or exceed budget expectations.
- Work with other TCB leaders and property owners to strategically plan for growth, new initiatives and new business opportunities and enhanced business practices including working with asset management in setting operating budgets for new development projects and / or potential acquisitions.
- Lead with integrity and be a positive role model for your direct reports and their teams as well as interdepartmental peers.
- Working with and communicating effectively with any owners that TCB will be managing for.
- Review and analysis of monthly financial statements with the PM RD to enhance knowledge, hold accountable, create efficiencies and develop plans to meet or exceed budget goals.
- Assure compliance with The Community Builders policies and procedures as they pertain to financial monitoring controls (i.e., purchase orders, petty cash fund, turn costs, Replacement/Reserve withdrawal requests, bids & contracts), all regulatory requirements and procedures in assuring accuracy and compliance in a timely manner.
- Provide mentoring and pre-audit tactics for annual lease renewal/recertification, agency audits and inspections, meetings with residents, systems and processes for files to successfully pass file audits.
- Maintain knowledge on market competition, rental rates and resident amenities and services in micro and macro regions. Institute annual, semiannual, or quarterly Portfolio review of market competition analysis as market conditions warrant, sharing trends as well as cross functionally with Marketing, Asset Management, and Development.
- * Responsible for leadership and accountability of PM RD in due diligence and rehab to evaluate physical conditions, resident needs, safety approach, and government subsidy adjustments development projects and new construction from proforma & planning, to lease up implementation, budget creation to stabilization and break even.
- Ensure compliance with Affirmative Marketing Plans and Fair Housing and make regional recommendations for Tenant Selection Plans.
- Be an active partner with resident services to implement resident and community programs to maximize social and economic potential. Plan, finance, develop, and operate high-quality affordable housing. Coordinate access to support services and asset-building activities. Focus on meeting the needs of low-income people not effectively served by market forces.
* Collaborate with resident services, neighborhood groups, residents, public and private agencies, and philanthropic interests to shape community and economic initiatives. Transform large-scale distressed housing projects into anchors for revitalization efforts. Serve as a long-term stakeholder in the neighborhoods we help transform.
- Create effective local implementation teams for new acquisitions and development that combine neighborhood understanding, technical skills, and managerial ability.
- Monitor accurate and timely completion/submittal of appropriate Agency reports, replacement reserves and other important documentation.
- Knowledge and adherence to all management contracts and pertinent affordable programs, including state, local and national.
- Coordination and leadership assistance for properties with circumstances such as NSPIRE preparation or other physical or administrative reviews.
- Review Yardi dashboards for patterns, benchmarks and metrics of work orders, preventative maintenance, and days to turn units, number of down days, physical occupancy and delinquency.
- Provide guidance in the determination and preparation of the scope of work, bidding process and the contract award. Develop business analytics and cost per unit standards for regions and building types.
- Development of staffing ratios and implementation of efficient and productive staffing plan for each property.
- Encourage consistent communication or meetings with residents to apprise of events, renovation schedule and to gain feedback to help shape future TCB initiatives. Ensure appropriate customer service is provided on issues involving violations of building rules, resident concerns or the Occupancy Agreement and integrate resident services.
- Establish and maintain a responsive relationship with the applicable Agencies for each macro market; respond to Agency requests in a timely manner; ensure that each Portfolio Manager maintains up-to-date and accurate reports as required by regulations. Keep well-informed of new regulations.
- Collaborates on best practices across the region, and ensures knowledge is leveraged globally and shared with other departments within the organization.
- Work and form productive relationship with Development for input on design and construction and pre-development needs, and with Asset Management for performance, long-range planning and potential restructure of existing sites within your portfolio.

Education & Experience:
- Bachelor's degree in business management or other related degree or 10 years of progressive responsibility in property management, hospitality or retail experience required.
- 8+ years of multi-site, multi-family multi-property type operational management experience, preferably with a portfolio of properties that contain a mix of residential property types or similar as a Regional Manager or a comparable role in hotel/resort/retail management.
- Industry certification such as Certified Property Manager, Accredited Apartment Manager, etc. desirable.
- Proficient in Microsoft Office programs and in Yardi or other industry software.
- Real Estate License preferred, or if required by state law.
- Prior experience in and knowledge of affordable housing and applicable compliance is strongly preferred.
