Job Description

The University of Missouri Building Official (UMBO), under the direction of the Executive Director of Facilities, Planning & Development, AHJ for the University, will manage, supervise, and coordinate the activities and operations of the UM Building Code Inspection Program across the four campuses. The University of Missouri Building Official will be responsible for the enforcement of the University of Missouri codes and standards as well as state and federal regulations for new buildings, and the alterations and renovations; coordinate assigned activities with other departments, outside agencies, and provide technical support to the Exec. Dir. of Facilities, Planning & Development. The UMBO will work with 3rd party code enforcement as well as manage in-house plan reviewers and building inspectors

Key Responsibilities:

1. Manage the day-to-day operations of the UM Building Inspection Program, including management of code enforcement, interpretation, and implementation of the code. UMBO manages 3rd party agencies as well as in-house plan reviewers and inspectors including assigning projects and managing workloads for all 4 universities and MUHC.
2. Monitor and evaluate the efficiency and effectiveness of inspection delivery methods and procedures, and recommend appropriate policy, training and staffing levels. Draft and implement inspection program improvements or change, for inclusion into UM construction administrative processes, construction contracts, and Construction Project Manager's Manual.
3. Manage billing for services for the MU campus in-house inspection staff.
4. Provide ongoing training to University staff on building code requirements and inspections.
5. Perform other job-related duties as assigned
6. Coordinate with FPD staff to provide code and technical reviews for construction projects in design on all campuses, including review of milestone (SD, DD, CD) drawings and specifications. Participate in milestone review meetings with the design team and project stakeholders.
7. Maintain standing code determinations and updates to university design guidelines and code policies. Advise the Exec. Dir. FPD regarding requests for code variances and waivers to university design guidelines.
8. Advise the Exec. Dir. FPD regarding requests for interpretation to Procurement policies, including determining appropriate delivery methods for small construction projects and requirements for construction permitting associated with procured items.

Shift

Monday - Friday, 7:30am - 4:30pm

Minimum Qualifications

Bachelor's degree or an equivalent combination of education and experience and at least 6 years of experience from which comparable knowledge and skills can be acquired is necessary.

Preferred Qualifications

Vocational training in construction trades or an associate degree. Minimum 6 years verifiable experience in performing building inspections and plan reviews, using ICC and NFPA model codes, in a similar size jurisdiction. Familiarity with commercial construction methods.

Education:
Preferred - Bachelor's Degree
Engineering or Construction/Project Management

Required: CBO Certification, Possession of a valid insurable drivers license,
Familiarity with Microsoft Office and a variety of project management software.

Preferred: 8 years verifiable experience in performing combination trade plan code reviews and inspections on commercial construction projects, and familiarity with Storm Water Pollution Prevention.

Experience Managing Professionals

Ability to define Operating Standards and Develop department plans.

Accountable for Multiple teams. (recruits candidates, recommends for hire, approves hires, assigns tasks, conducts training, monitors work performance, conducts appraisals, administers discipline, recommends salary, approves salary, recommends termination, approves termination).

Executes department business plans with the ability to make decisions guided by strategic plans.

Responsible for the budget for an organizational level of the university. Has accountability for all expenses within an organizational unit of the university. Has final decision making authority on all revenues and expenses.

Anticipated Hiring Range

Salary Range: $80,142 - $124,460 per year
Grade: GGS 013
