What You'll Do

Ensures use of quality principles and requirements for Y12 Projects and Construction activities. Activities will include inspection/hold points, reviews of quality processes and procedures, oversight of special processes (welding and NDE), oversight at fabrication facilities, and field walk-downs to verify compliance. Support Projects Management, Nuclear Enterprise Assurance, Engineering, Procurement and Construction to achieve mission delivery. Identifies and communicates quality risks and opportunities to stakeholders concerning mission success. Provides technical assistance in the development/implementation of processes, procedures, and plans. Assistance may include guidance on compliance with quality program and work activities such as welding, document control, storage areas, technical documents, etc. Reviews contract documents, work governing documents, changes or improvements, and procedures for quality requirement flow down and accuracy. Coordinates with personnel and management from other organizations, and must interface with internal and external customers to assist in the implementation of customer defined requirements, schedules and expectations. Contributes to the Quality organizational performance in achieving and exceeding established goals and expectations. Performs activities in support of the organizational priorities and missions. Assists in identifying scope of work, schedules, and estimates, and ensures the execution and completion of all deliverables are within budget and schedule. May develop and implement Quality Assurance and/or Quality Control methods and procedures for inspection, testing, special processes (welding and NDE), and evaluation. Leads or participates in QA/QC oversight, such as audits, assessments, inspections and surveillances. This may include internal project audits and vendor/supplier audits, as required. Work with personnel and management to communicate findings and issues. Identifies and recommends to management areas to be assessed based on risk analysis and performance indicators.

Minimum Job Requirements

  • Bachelor's degree: Minimum 4 years of relevant experience.
  • Master's degree: Minimum 3 years of relevant experience.
  • In addition, the applicant must meet the requirements of DOE O 426.2A (i.e., Baccalaureate in engineering or related scientific major, 2 years job-related, and 1-year nuclear experience; or a DOE O 426.2A alternative).DOE 426.2A experience requirements can be satisfied following employment. In the interim, newly hired personnel will not be assigned duties that could impact the safety basis of nuclear facilities. (Ref. DOE O 426.2A)

Preferred Job Requirements

  • Knowledge of computer software such as Microsoft Word, Excel, PowerPoint, Access, and SharePoint
  • Ability to obtain and maintain a Department of Energy "Q" clearance is required.
  • Certified Welding Inspector experience and qualification. Experience working with ASME Section IX, and one or more of the following ASME Sections: I, II, III, VIII, IX, B31.1, B31.3, and/or AWS D1.1, D1.3, D1.6.
  • Knowledge and experience with advanced welding systems and processes.
  • Current or previous API 570 certification
  • Preferred candidates have a BS in an Engineering/Science discipline
  • Knowledge of regulatory requirements and functions that impact the quality management system
  • Working knowledge of, or experience with the development of specifications, drawings, material requisitions, services requisitions, purchase orders, subcontracts, and interfacing with suppliers
  • Knowledge of the application of corrective actions for conditions adverse to quality
  • Knowledge of the application of nonconformance and deficiency reports for nonconforming or deficient items
  • Knowledge of regulatory requirements and functions that impact the QA program
  • Strong interpersonal, verbal and written communication skills; able to work independently
  • Intermediate to advanced level technical knowledge in the application of engineering, environmental, procurement, construction, testing, commissioning, operations, or decommissioning practices sufficient to comprehend specified engineering, environmental, procurement, construction, testing, operations, certification and decommissioning requirements
  • Intermediate to advanced knowledge/skills in analyzing information, reporting research results, promoting process improvement and a quality culture, developing standards, managing processes and methods and procedures, quality engineering, conducting statistical analysis and applying statistical analysis methods, critical thinking and problem solving techniques
  • Nuclear grade construction experience
  • Specialized courses in engineering, technical or quality assurance disciplines
  • Intermediate to advanced knowledge and application of 10 CFR 830 Subpart A, DOE Order 414.lD, national consensus standard ASME NQA-1-2008/ASME NQA-la-2009 Addenda
  • Although not required, the following experience / qualification would be favorably considered:

    • Construction and Maintenance activities
    • Quality Control Engineer experience and qualification
    • Nondestructive examination experience and/or qualification
    • Building Inspector experience and qualification
