The Project Manager - IV will lead large-scale, mission-critical projects in support of Navy Medicine and the Military Health System (MHS). This senior-level role manages complex projects across the defense healthcare environment, including NAVMED readiness units and Fleet Marine Force (FMF) commands. Project Manager IV ensures effective schedule and resource planning, manages cross-functional teams, and supports Navy change management processes while adhering to defense project lifecycle standards.

Type of Employment: Full-time, W2 Work Location/Travel: Remote with up to 25% travel to Navy installations, military treatment facilities, or government offices; relocation not required

Salary Range: $130,000 - $160,000 annually (W2, depending on experience and qualifications) Role Reports to: Program Manager Direct Reports: This role may have 8-12 direct reports and oversee multiple integrated project teams

Responsibilities:

  • Lead the deployment of military health profiling tools and digital health solutions within NAVMED readiness and FMF units.

  • Manage project schedules, resource planning, risk mitigation, and overall execution of JOMIS-related initiatives.

  • Coordinate with Navy leadership, clinical stakeholders, and IT teams to ensure alignment with mission readiness objectives.

  • Oversee change management activities, particularly in support of classified system rollouts.

  • Ensure compliance with Department of Defense (DoD) project lifecycle methodologies and governance.

  • Drive collaboration across multiple stakeholders to ensure successful project delivery.

  • Track project performance, provide status updates, and facilitate decision-making at leadership levels.

Knowledge and Skills Required:

  • Extensive understanding of federal healthcare systems, especially Military Health System operations and digital transformation initiatives

  • Expertise in project management principles, tools, and methodologies.

  • Strong understanding of defense healthcare systems and operational readiness.

  • Excellent leadership, communication, and stakeholder management skills.

  • Ability to manage complex schedules, resources, and project risks.

  • Proficient in change management practices within DoD or Navy environments.

Education/Certification Required:

  • Master's degree in Business, Public Health, Healthcare Administration, or a related field (PhD in Public Administration)

  • Project Management Professional (PMP) certification or SAFe PM/PO certification.

Experience Required:

  • 13+ years of experience managing complex federal or military healthcare programs

  • managing large-scale digital health deployments, including military health profiling tools.

  • Proven experience with JOMIS or similar healthcare IT systems.

  • Experience managing deployment efforts across NAVMED readiness and FMF units.

Technical Skills Required:

  • Proficiency in project scheduling and resource management tools.

  • Knowledge of digital health system deployment in military or defense environments.

  • Familiarity with Navy change management processes and classified system rollouts.

Desirable (Not Required) Skills/Experience:

  • Mastery of Defense project lifecycle management.

  • Strong background in Navy operational readiness support and stakeholder engagement.

  • Experience with Navy PARATUS, JOMIS, or OMDS implementation efforts

  • Military service or prior experience supporting operational commands
