The Policy Analyst - II supports strategic policy development and implementation across Navy Medicine and the Military Health System (MHS). This role is responsible for evaluating, drafting, and analyzing health policies related to clinical standards, operational readiness, digital health, and regulatory compliance. The analyst contributes to shaping the direction of Navy Medicine's digital transformation by developing policy documents that align with SECNAV, Defense Health Agency (DHA), and public-facing requirements. This position plays a key role in promoting policy coherence across programs and ensuring alignment with enterprise objectives and federal mandates. The individual will collaborate with stakeholders from the Bureau of Medicine and Surgery (BUMED), Defense Health Agency (DHA), and operational Navy units to assess regulatory impacts and support evidence-based policy recommendations.

Type of Employment: Full-time, W2 Work Location/Travel: Remote with up to 25% travel to Navy installations, policy offices, or senior leadership engagements Salary Range: $85,000 - $105,000 annually (W2, based on qualifications and experience) Role Reports to: Project Manager Direct Reports: This role has no direct reports

Responsibilities:

  • Research, analyze, and draft healthcare and readiness-related policy recommendations to align with Navy and DHA strategic objectives

  • Evaluate the impact of emerging legislation, federal guidance, and DoD regulations on Navy Medicine operations

  • Develop and maintain policy briefs, position papers, white papers, and guidance documents for internal and external stakeholders

  • Review and update existing policies to ensure relevance, accuracy, and alignment with MHS transformation goals

  • Collaborate with legal, compliance, clinical, and operational teams to ensure cohesive policy frameworks

  • Track policy implementation and compliance metrics, reporting gaps and improvement opportunities

  • Provide subject matter expertise on issues related to access to care, clinical quality, health IT governance, and service member readiness

  • Prepare materials and presentations for senior military and government leadership

Knowledge and Skills Required:

  • Strong understanding of the federal rulemaking process, DoD policy landscape, and Military Health System structure

  • Exceptional analytical and writing skills for synthesizing complex information into concise, actionable deliverables

  • Ability to interpret legal, regulatory, and clinical guidance into operational policy implications

  • Proficiency in preparing briefings, executive summaries, and formal memoranda for high-level decision-makers

  • Excellent interpersonal and communication skills to work with interdisciplinary stakeholders

Education/Certification Required:

  • Bachelor's degree in Public Policy, Government Affairs, or Healthcare Administration or a related field (Master's preferred)

Experience Required:

  • 6-12 years of experience in health policy, federal regulations, or government program evaluation

  • Prior experience supporting the Military Health System, Navy Medicine, or other federal healthcare agencies is strongly preferred

  • Demonstrated experience drafting and managing complex policy projects in a public sector environment

Technical Skills Required:

  • Proficiency in Microsoft Office Suite (Word, PowerPoint, Excel) and collaboration tools (e.g., SharePoint, Teams)

  • Familiarity with DoD directives, federal health mandates, and relevant healthcare policy frameworks

  • Ability to use policy tracking tools and databases for monitoring regulatory changes

Desirable (Not Required) Skills/Experience:

  • Masters in Public Health

  • Regulatory Affairs Certification (RAC)

  • Certification in health policy, compliance, or project management (e.g., CHPC, PMP)

  • Experience with policy related to health IT, interoperability, or readiness analytics

  • Prior experience coordinating interagency policy efforts or supporting Congressional affairs

  • Military service or experience working with line commands or fleet operational leadership
