Job Description

General Description:

Serve as a technical lead on Corporate and Departmental projects as assigned by the Manager, Application Systems Design and Development. Responsible for the analysis, design, coding and unit level testing of complex mission critical application programs. Provide technical leadership and programming expertise to the Application Systems Design and Development staff in the use of appropriate programming tools and programming techniques.

Primary Responsibilities:

  • Design, code, unit level test and verify production changes to existing or new application software and associated components with minimal assistance or direction.
  • Act as a lead to ensure the Application Systems Design and Development Software Development Life Cycle (SDLC) processes and procedures are being followed.
  • Serve as a technical resource to staff in developing specifications for reporting projects.
  • Support, assist DASD2 staff in the production of clinical and financial data, ensuring appropriate use of the technical resources and tools.
  • Act as a coach to staff in providing technical expertise to expand each staff person's knowledge and understanding.
  • Maintain and foster a collaborative relationship with staff and customers.
  • Participate in Inspections and reviews as assigned by ASD2 management.
  • Ensure that proper unit level testing is performed with proper documentation created and maintained with the rest of the related artifacts.
  • Participate in designing and refining databases to assure they support the needs of the company.
  • Serve as team technical lead in project development assigned by Manager, Application Systems Design and Development.
  • Develop, revise and apply unit level tests to ensure the accuracy and completeness of the data.
  • Work with team members, or independently to resolve production problems.
  • Provide production support for batch and on-line environments.
  • Assist in capturing and documenting business requirements for application development, enhancement or modification.
  • Perform peer reviews of co-workers program code and program/project outputs as assigned by Manager, Application Systems Design and Development
  • Formulate ad-hoc reports to support activities of other Health Partner departments as needed, including disease specific, network (facility) specific, provider specific and population specific reporting as assigned by Application Systems Design and Development Management.
  • Ensure all programming, design, production control, data validation and quality control standards are met.
  • Interact with vendors, and other external parties at the direction of Manager, Application Systems Design and Development.
  • Keep abreast of emerging programming tools, techniques and processes.
  • Prepare programming estimates and project plan tasks for projects assigned
  • Support management with day to day operations by providing oversight and escalation of issues in a timely manner
  • Handle other duties or data projects as assigned.

Qualifications:

  • Bachelor's degree or equivalent experience in managed care and/or indemnity insurance. Master's degree preferred with experience with healthcare programming and application development.
  • In-depth experience in a variety of hardware, software and operation systems using the software tools appropriate for the environment.
  • Minimum 5 years programming, design and analysis experience using Visual Basic/.Net, SQL (SQL Server preferred), DTS, JAVA and XML. Experience programming in SAS a plus.
  • Excellent organizational, interpersonal, time management and communication skills.
  • Strong conflict resolution, problem-solving, analytical and customer service skills.
  • In-depth experience following Software Development Life Cycle (SDLC) processes and procedures.
