Conduct full cycle recruiting for all positions including internal and external position postings/advertisements for Abilities of Florida. Coordinate the completion of all new hire onboarding, rehire, transfer, promotion, or other job changes. Incumbent will also provide all necessary documentation for newly hired employees to ensure a quality control check for accuracy and proper filing/uploading. Facilitate New Hire Orientation (NHO) either in-person or virtually for new hires. NHO will be required, at a minimum of at least one (1) time per calendar month, unless there are no new hires for the applicable month. Maintain compliant filings for all HR related forms and documents, ensuring confidentiality of all sensitive information. Oversees compliance of all background screening requirements for new hires, renewals, and terminations for the state of Florida's Level 2 Background Screening (BGS) Master Roster, ensuring alignment with company policies, contractual obligations, and Office of Inspector General (OIG) audit standards, while maintaining accurate and audit-ready records through the Division of Vocational Rehabilitation (DVR) Clearinghouse, Fieldprint Florida, and other required databases. Employee Engagement: Facilitates and promotes employee engagement initiatives across Abilities of Florida's statewide Vocational Rehabilitation (VR) and other related Florida offices. This includes occasional travel to the office locations throughout Florida to conduct on-site visits, support local teams, gather feedback, foster a positive workplace culture, and ensure alignment with organizational values and HR best practices. Acts as a liaison between HR and field staff to enhance communication, morale, and retention.
Additional Responsibilities
Facilitate processing of requests for benefit programs, including tuition reimbursement, leave donations programs and submit them to the Benefits and/or Payroll Department for final approval and processing. Coach managers and leaders on the implications of transferring/promoting/demoting employees from one position to another, regarding wages, benefits, performance expectations, timelines, HRIS actions, and any costs that may result from such decisions. Proactively engage with managers regarding departmental work environment concerns and increased employee development. Maintain confidential personnel files and benefits records in accordance with the organization's policies and HR laws. Strong focus on confidentiality, efficiency, and completeness. Promote a positive work environment. Occasional travel to applicable job fairs and for other recruitment efforts required. Demonstrated ability to execute recruiting strategy, including employer branding in the marketplace, job postings/advertisements, candidate management, sourcing, and interview process management. Ensure current Job Descriptions are on file with the Compensation Team and updated as necessary and as notified by Operations. Participate in HR compliance audits and surveys as requested. Continually provide HR Manager and position Hiring Managers with status of applicants in the recruiting process. Complete verifications of employment for both current and prior employees in a timely manner with a strong focus on confidentiality, efficiency, and completeness. Serve as a backup for the HR Manager in their absence. Perform other responsibilities as assigned.
Qualifications: Education, Experience, and Certification(s)
Bachelor's Degree (BA/BS) from an accredited college or university with a preferred major in Business, Management, Human Resources, or Human Services required. Associate's Degree (AA/AS) plus three (3) or more years of work-related experience may substitute for Bachelor's Degree or work-related experience requirement. A minimum of five (5) years of work-related experience required. The ability to obtain Human Resources Certification(s). Experience required in an HRIS (Human Resources Information System), preferably Workday. Valid driver's license and clean motor vehicle record (MVR) required.
Knowledge, Skills and Abilities
Knowledge and experience with Human Resources Policies/Procedures, Employment Laws and corresponding compliance requirements including: FLSA, FMLA, SCA, COBRA, EEO, and HIPAA required. Excellent communication (verbal, written & listening) skills and the ability to interact successfully with all levels of the organization. Ability to work well both independently and as part of a team, with high energy, professional integrity, and demonstrated leadership. Must be able to work effectively with minimum supervision. High level of interpersonal skills to handle sensitive and confidential situations, information, and documentation. Incumbent must be organized, detailed, and results-oriented, and able to multi-task, meet deadlines, and adjust to changing demands. Strong focus on providing exceptional and accurate customer service to both internal and external stakeholders. Strong computer skills to include proficiency with Microsoft Office software. Requires the ability to learn and become proficient in the Workday HRIS system as well as other database and software systems.
