CDI Engineering Solutions, a wholly owned subsidiary of Tata Consulting Engineers Limited (TCE), is a multi-disciplinary engineering organization offering a full range of integrated engineering design, project support, procurement and construction management services to the energy and chemicals industries. Position Summary To deliver standard, consistent, and robust cost management, change management, and control framework for projects with focus on large projects (approximately $20 Mn or greater). The Cost Engineer will set up budgets, analyze, track, update and perform due diligence on control budgets, forecasts, change management, contingency management, progress, and cost profiles of identified large projects. Provide project guidance for creation of accurate monthly cost reports, identifying variances from the plan on commitment, value of work done, changes and currency fluctuations against approved Authorities for Expenditure (AFEs). Maintain and promote realism in cost forecasts in the face of commercial pressure and optimism from project teams. Responsibilities Supports relevant Projects and MTACs personnel to ensure appropriate cost forecasting is timely and accurate across large projects. Tracking Engineering productivity and progress tracking. Working with procurement coordinator to track bulk material procurement progress. Pulling actuals and commitments from GASP as required for forecasting. Management of Change tracking and updating control budgets. Contingency rundown curves vs Risks. Recasting estimate and validating final quantities from 90% engineering. Reviewing construction contractor progress measurement systems and plans. Working with Schedulers to understand impact of field progress and providing input for schedule updates. Field audits of physical progress to challenge subcontractor progress reporting. Progress meetings with relevant construction personnel and sub-contractors. Analyzing engineering, construction and overall project execution progress and updating monthly forecasts. Generating monthly progress report for management reporting and providing health and status of project using dashboards. Earned Value Measurement. No direct reports. Project TIC sizes approximately $20 Min or greater. Active overall projects count varies from 1-3 projects. Focal point for the larger, more complex work associated with cost structures, forecasting and reporting. Mainly interface with the Project Engineers, Construction Field Coordinators, Construction Supervisors, Schedulers, Estimators, and EPC team. Qualifications Must have legal authorization to work in the US on a full-time basis. Engineering, Finance/Business degree, and/or Certification as a Cost Engineer/ Project Controls Engineer or equivalent experience is preferred. 10+ years of direct industry experience in a variety of project and controls roles in an Owner or EPC environment preferred. Demonstrated ability to understand and apply control frameworks and assurance within an oil refining / petrochemical manufacturing environment is highly desirable. Ability to absorb a large quantity of detailed data and then pinpoint the common themes or outliers that require attention. Ability to "expose reality" in a constructive manner to influence others (at various levels of leadership) to act and follow through with corrective actions. Ability to maintain communication with team to ensure awareness of any relevant cost related concerns Strong analytical skills are required. Skill level competence in project controls processes is highly desirable. Skilled (preferably Mastery) competence with GSAP/SAP or equivalent financial accounting system as related to projects, turnarounds or maintenance is required. Knowledge of Forecasting in Ecosys system or equivalent project controls tool is desirable. Knowledge of project controls dashboards desirable. Strong Goal Zero HSE leadership mindset is required. Excellent analytical, oral, and written communication skills and "enterprise first" behaviors are required. Finance backgrounds is a plus. Prior experience with Projects is required. Prior experience with Turnarounds and/or Maintenance is a plus. Prior experience in various roles within an oil refining / petrochemical manufacturing environment is a plus. Strength in facing challenges with the performance of the Engineering, Procurement and Construction (EPC), which requires significant focus to enable a step change in performance. Initiative-taking and skilled at collaborating with team members face to face and virtually. Education Requirements Engineering, Finance/Business degree, and/or Certification as a Cost Engineer/ Project Controls Engineer or equivalent experience is preferred.
