Overview

Position Purpose:

This position provides leadership and direction of the environmental, health and safety systems to implement strategic initiatives at the Locomotive facilities, while maintaining the goal of providing a safe and secure environment for our employees, contractors, visitors and the surrounding community. This position will ensure compliance with all EHS regulatory (including OSHA and EPA) and customer requirements. In addition, they will be responsible to identify variances from requirements at LaPorte, Point Comfort and any other MRU's within the Gulf Coast and work with Locomotive management to correct identified deficiencies.



Responsibilities

Key Activities

    Responsible for all safety compliance including: Good catch reporting, day-to-day incident management/follow-up, EHS Corrective Action tracking & closure, and safety inspections.
  • Respond immediately to any workplace-related incidents and incidents involving locomotives at customer sites.
  • Serve as primary EHS contact for GATX personnel at Formosa Point Comfort.
  • Provide support to additional GATX MRU's in the Gulf Coast Region
  • Present EHS topics daily during SQDC meeting, including customization and delivery of bi-weekly EHS Toolbox Talks.
  • Develop a comprehensive locomotive familiarization training program to market to GATX customers.
  • Monitor / comply with any day-to-day, customer-specific EHS requirements.
  • Perform (or ensure complete) Monthly Safety & Housekeeping Inspections, tools and equipment inspections.
  • Perform (or ensure complete) monthly EHS reporting (e.g., Training Schedule, MIR, etc.) Update site-specific EHS policies & training (as appropriate).
  • Maintain (or ensure complete) chemical SDS inventory.
  • Maintain (or ensure complete) waste disposal (hazardous and non-haz) documentation.
  • Ensure compliance with DOT requirements.
  • Support creation and compliance with Standard Work Instructions for all facets of locomotive maintenance and operations.
  • Identify and execute site-specific EHS continuous improvement projects; execute network-wide EHS continuous improvement projects.
  • Support facility-specific EHS training requirements including training administration, content development and delivery. Lead efforts & manage a documented/periodic walkthrough of the shop with action items. Populate (or ensure complete) of required database information for the shop (employee certificates, shop certificates, monthly reporting, PeopleSoft, etc).


Qualifications

Education and/or Experience Required (including certifications):

  • College degree required. Environmental, safety or related degree preferred.
  • Minimum of three (3) years of experience in related industry, including EH&S experience
  • Specific knowledge and experience with confined space entry, elevated work hazards, incident prevention, are a plus. Working knowledge of US and Texas safety regulations and Workers Compensation procedures. Responsible Care Management System and/or SafeStart experience a plus.
  • Ability and willingness to meet all customer suitability requirements
  • Sensitivity to customer demands and flexibility in work hours, including weekend
  • Ability to communicate effectively, both in writing and verbally, in English
  • Basic computer skills, including proficiency with MS Office Suite (Word, Excel, and PowerPoint)
  • Valid driver's license
  • Transportation Worker Identification Credential (TWIC), or the ability to obtain
  • Background in EMD locomotive repair preferred
  • Experience with environmental permits or compliance preferred
  • Root Cause Analysis training preferred
  • OSHA 501 training preferred
  • Affiliation or member of National Safety Council preferred

Other (i.e., physical requirements, travel, etc. that is not covered above):

  • Must be able to work in extreme temperature environments
  • Physical requirements include outdoor work (in hot environment), climbing stairs and some heavy lifting.
  • Must be able to climb ladders and perform work at elevated heights
  • Must be able to walk for extended periods of time
  • Must be able to sit/work in front of a computer for extended periods of time
  • Travel to all Locomotive repair locations may be required (20-25%)
