Summary

The Contracts Manager is responsible for the negotiation and preparation of contractual provisions and the administration of contracts and subcontracts. Performs a variety of complex tasks and advises internal departments regarding contract requirements. Position negotiates, prepares, manages contracts, and performs contract closeouts.

Essential Duties and Responsibilities

This position includes the following. Other duties may be assigned.

  • Ensures contract compliance reviews; terms and conditions; and ensures enforcement on contract start.
  • Acts as the authorized negotiator and signatory authority on contractual issues.
  • Develops and executes subcontracts, Associate Contractor Agreements (ACAs), Non-Disclosure Agreements (NDAs), and transitions from Teaming Agreements (TA).
  • Examines drafts of contract performance requirements, and delivery schedules to ensure completeness and accuracy.
  • Advises internal departments of contractual rights and obligations to fulfill contract requirements.
  • Reviews subcontracts for conformity to Teaming Agreement (TA) requirements and determines acceptable contracts.
  • Awards and administers contracts, including final approval of payment.
  • Researches contract issues and monitors contract performance versus contract requirements.
  • Requests or approves amendments to or extensions of contracts.
  • Monitors contract and contractor status databases.
  • Acts as the authority on all issues concerning contractors and contracts.
  • Maintains contact with Contracting Officer, Contracting Officer Representative, customer, prime and subcontractors to ensure the smooth working of the contract process.

Supervisory Responsibilities

Directly supervises employees in the Contracts Department. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Qualifications

Education and Experience

  • Bachelor's degree from an accredited university required. (A Master's degree is highly preferred.)
  • A minimum of fifteen (15) years government contracting, operations, or program management, industry experience preferred, and twelve (12) years DoD specialized acquisitions experience required.
  • Four (4) years of managerial experience is required, and eight (8) is preferred.

Language Skills

Ability to read, analyze, and interpret government contracts, federal clauses, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to effectively present information to top management, public groups, and/or boards of directors.

Computer Skills

To perform this job successfully, an individual should have knowledge of Contract Management systems; Database software; Project Management software; Microsoft Office Word, Excel, Outlook, and PowerPoint. Experience with Deltek software a plus.

Position Type/Expected Hours of Work

This is a full-time position. Standard days and hours of work are Monday through Friday, 8:00 a.m. to 5:00 p.m.

Travel

Must have the ability to travel a minimum of 10%. May include air travel.

Clearance

Must have the ability to obtain the appropriate level of security clearance.
