HJF is seeking a TBI Subject Matter Expert (SME - PHYSICIAN CPCR) to provide scientific, technical and programmatic support services to the identified program. The Physician is responsible for the treatment of patients during the progression of their disease and their participation in clinical research programs within established institutional policies and procedures, ensuring that all necessary steps are followed for safety and regulatory compliance, and for assuring accuracy of complex clinical documentation on patients' records, maintaining confidentiality. Has specialty training in related-TBI field (e.g., Neurology, Physical Medicine and Rehabilitation, Neurosurgery, Neuro-Optometrist, Cognitive neuroscience, or related field strongly preferred.

This position will be in support of the Traumatic Brain Injury Center of Excellence (TBICoE) in Silver Spring, MD. The TBICoE is a branch of the Research Support Division in the Research and Engineering Directorate (R&E) of the Defense Health Agency (DHA). DHA is a Federal Program within the Department of Defense (DoD). TBICoE, known previously as the Defense and Veterans Brain Injury Center (DVBIC), has been congressionally mandated since 1992 and is currently a matrixed research, dissemination, and knowledge translation program, supporting warfighter brain health and readiness by advancing the traumatic brain injury state of the science and clinical standards.

TBICoE's mission to support the warfighter is executed through subject matter experts embedded across DHA facilities with expertise in TBI clinical research investigations, surveillance, clinical tool development and training, cognitive monitoring and assessment, and dissemination of TBI tools, products, and education/training materials to DoD medical personnel, service members, including Guard, Reserve, and operational medics/corpsmen, veterans with TBI, and families/caregivers of the warfighter.

The Henry M. Jackson Foundation for the Advancement of Military Medicine (HJF) is a nonprofit organization dedicated to advancing military medicine. We serve military, medical, academic and government clients by administering, managing and supporting preeminent scientific programs that benefit members of the armed forces and civilians alike. Since its founding in 1983, HJF has served as a vital link between the military medical community and its federal and private partners. HJF's support and administrative capabilities allow military medical researchers and clinicians to maintain their scientific focus and accomplish their research goals.

This position is contingent upon contract award.



  • Designs, directs, and participates in clinical research protocols in conjunction with research physicians and scientists.
  • Directs and participates in the submission of clinical research protocols to the Institutional Review Board (IRB) and the Food and Drug Administration (FDA).
  • Provides evaluation and treatment of medical conditions, as appropriate to medical license and specialty board certification.
  • Assists in securing funding (writing proposals, etc.),
  • Monitors and evaluates the quality and appropriateness of the clinical research program.
  • Analyzes clinical data. Prepares program status reports to the institution, regulatory agencies, and sponsors of the clinical research programs scientific papers for presentation at local and national meetings and for publication in medical and scientific periodicals
  • May perform other duties and responsibilities as assigned or directed by the supervisor. This may include attendance of and participation in required training for role.

  • Assigned Lead: May recommend the following: employee hiring, disciplinary action, and starting salaries; provide input on employee performance evaluations.
  • May supervise junior colleagues


Education and Experience



  • Doctoral degree - MD required, with specialty training in related-TBI field (e.g., Neurology, Physical Medicine and Rehabilitation, Neurosurgery, Neuro-Optometrist, Cognitive neuroscience, or related field) strongly preferred.
  • 5-10 years of experience in healthcare and/or healthcare research required.
  • Experience with TBI, prior experience with DoD/VA systems strongly preferred.
  • Required Licenses: MD with state license, Board certification preferred


Required Knowledge, Skills and Abilities



  • Thorough knowledge of clinical medicine and the procedures and techniques necessary for performing research tasks.
  • SMEs are professional personnel who have published in peer review publications and/or presentations at professional meetings.
  • Excellent oral and written communications required.
  • Must adhere to legal, professional and ethical codes with respect to confidentiality and privacy.
  • Knowledge of TBI and statistics, required.
  • Knowledge of DoD and VA health care systems strongly preferred.
  • Must have strong collaborative and organizational skills.
  • Knowledge of medical science and the development of clinical research programs.
  • Excellent verbal, written and interpersonal skills.
  • Must be available to travel locally, regionally, nationally and internationally
  • US Citizenship and the ability to obtain and maintain a T3/Secret Clearance, including background check and drug screening.


Physical Capabilities



  • Lifting: Requires lifting materials up to 25 lbs.
  • Ability to stand or sit at a computer for prolonged periods
  • May encounter patients who are confused, agitated, or abusive.


Licenses and Certifications



  • Licensure to practice medicine within the continental United States; Board certified or board eligible for certification in the specialty associated with the clinical research program.


Work Environment



  • This position will take place primarily in an office setting.


Compensation



  • The annual salary range for this position is $144,700-$268,700. Actual salary will be determined based on experience, education, etc.
