Are you looking to be part of a fast-growing team? If so, DEA is seeking a part-time Highway/Rail Crossing Safety Expert to join our team. This part-time position offers flexibility and can be based in any of our offices located in Western Washington and Western Oregon.

As a Highway/Rail Crossing Safety Expert, you will play a key role in our Transportation Business Unit's Transit and Rail (TaR) Practice. This role involves diverse responsibilities, including collaborating across the firm in our Transit and Rail Planning group. You will contribute to building and enhancing the skills and capabilities of the transit and rail planning team, fostering growth and excellence within the practice.

Highway/Rail Crossing Safety Expert Responsibilities:

  • Analyze transit and rail services and mobility issues in metro regions or states to recommend safety improvements, service modifications or innovative options for improved mobility.
  • Prepare policy and regulation language on behalf of public and private sector clients.
  • Identify planning strategies to help DEA's clients assess projects and scenarios.
  • Responsible for safety presentations.
  • Provide technical expertise to transit agencies, railroads, governing jurisdictions, and state agencies regarding highway/rail grade crossing safety issues and FTA state safety oversight programs.
  • Work directly with potential and current clients to solicit and assess rail, transit, planning, and multimodal transportation needs and conduct modal comparisons.
  • Prepare fee proposals, develop work plans, and coordinate planning efforts to support project management.
  • Analyze, evaluate, and prioritize rail and transit crossing safety improvement projects.

* Familiar with transit and rail operating, safety, planning terminology, and support systems

  • Familiar with the ORS and FRA rules on railroads and highway/rail crossings, including quiet zones.
  • Support proposal development efforts, working with DEA's business development team and other DEA staff related to rail and transit safety.
  • Adhere to firmwide tools, processes, and policies including project accounting (set up, budgeting, etc.), contracting, and quality requirements.

* Other duties as required.

Basic Qualifications:

  • 10+ years of experience in railroad and/or transit safety and operations dealing with transit and/or intercity passenger rail and/or freight rail projects/studies/analyses.
  • 1+ years of experience with Federal grant application programs and processes.
  • Experience with feasibility studies, diagnostic studies, and/or alternative analyses for transit and railroad projects
  • 5+ years' experience using the FRA safety database
  • Experience with Microsoft Office Suite (Excel, Word, Outlook, Notebook, Power point), BlueBeam.
  • Bachelor's degree in planning, Geography, Public Administration, Business, or related field.

Desirable Qualifications:

  • Experience with agencies/firms such as ODOT, WSDOT, FTA, FRA, BNSF, UPRR, Transit Districts, Amtrak and other local agencies.

* Familiar with FTA State Safety Oversight program and processes.

* Master's degree in urban and Regional Planning, Geography, Economics, or related fields
