COMPANY: National Railroad Passenger Corporation (Amtrak) DUTIES: Responsible for developing, using, and improving existing enterprise tools, systems, and work processes to drive effective management control and reporting on cost, schedule, and progress measurement for high and moderate complexity programs. Drives evaluation and impact assessment of identified project risks to enable project team with applicable data for development of risk mitigation plans and contingencies. Collaborates closely with business partners to assess new and ongoing projects to determine readiness for governance stage gates. Collects ongoing performance data to monitor actual project costs and works with other peers to review forecasting against budgets. Tracks potential changes, ensuring estimates of cost and schedules changes are given visibility with the executive sponsor. Develops reporting mechanisms, dashboards, and presentations about project performance indicators to support Executive status review meetings, Governance, and Change Control Boards. Manages Controls data via EPPM, SharePoint, or any other approved EPMO systems and tools. Adheres to Amtrak Enterprise Project Management methodology. REQUIREMENTS: Must have Associate's (or equivalent) in Business Administration, Project Management, or a related field followed by seven (7) years of professional experience as a Lead Project Controls Specialist or any occupation related to Project Management. In lieu of degree, employer will accept nine (9) years of professional experience as a Lead Project Controls Specialist or any occupation related to Project Management. Must also have seven (7) years of experience: (1) Estimating, budgeting, scheduling, and reporting with State and Federal stakeholders; (2) Developing and managing integrated schedules, budgets, and forecasts for internal, union forces and external contractors/entities at a project, program, and portfolio level; (3) Organizing and analyzing large volumes of financial, risk, and schedule performance data for organizational yearly budgets exceeding $25 million and life of project (LOP) budgets exceeding $500 million, including providing budgets, estimates, and forecasts to stakeholders; (4) Performing Project Controls management relating to cost, scheduling, and estimating at a project, program, and portfolio level using MS Project and Primavera P6; (5) Configuring, organizing, and analyzing project data inputs and outputs in EPPM, MS SharePoint, and other similar EPMO systems and tools; and (6) Using systems such as MS Office and SAP, including Business Planning and Consolidation (BPC). Up to 25% travel to various Amtrak locations, including Baltimore MD; Philadelphia, PA; New York, NY; and Chicago, IL. All experience may be acquired concurrently.
