About the Position

The Business Systems Analyst Senior/Lead configures and validates functional aspects of the Early Identification System (EIS) applications, leads and accurately executes complex EIS implementation projects using related tools and best practices. This role acts as a liaison between IT and business units and represents the business activity in all EIS discussions and meetings. The position develops and refines the methodology and procedures necessary to standardize business requirements gathering, software system design definition and testing plans, and works independently and with internal IT and business groups to define short and long-term system development and processing plans based on business needs.

Early Identification System (EIS): A system of electronic databases that captures and stores threshold events to help support and improve employee performance through early intervention and/or to identify problematic operating procedures, improving employee performance, identifying detrimental behavior, recognizing outstanding accomplishments, and to improve the Office's supervisory response.

Education
  • Bachelor's Degree in Computer Science or IT related field.
Experience
  • Three (3) years of business systems analysis experience.

OR

Combined education and experience qualifications
  • Other combinations of education or experience may substitute for the minimum qualifications on a year for year basis.
Other requirements
  • In order to be considered for employment with the Maricopa County Sheriff's Office, successful candidates must not have a revoked or suspended driver's license.
  • Training that may be provided on-the-job: FEMA NIMS - IS100 and 700; Safety; Payroll; PREA.
*Prior to hiring, the Sheriff's Office requires that all candidates pass a background review.

Essential Job Tasks

  • Prepares requirements, specifications and recommendations facilitating improved business processes for EIS and related technologies; creates detailed reliable options and scoping/estimates for solution implementations.
  • Drives EIS out of the box features via standard configuration including application configuration tool, workflow development, and out of the box reporting and dashboard functionality.
  • Configures the EIS to functionally meet agency needs (custom development not required); evaluates, implements, and supports new developments and enhancements.
  • Performs systems and application support at the highest level of technical expertise; confers as needed with IT professionals of systems such as Windows servers and Active Directory in addition to the backup and storage resources used by these systems.
  • Documents new solution requirements for the IAPro, EIPro, and Blue Team applications; maintains comprehensive understanding of EIS functionality and capabilities to facilitate business needs.
  • Develops and executes test plans and test scripts prioritizing and managing issues to resolution for accuracy, efficiency, and stability.
  • Administers, designs, implements, maintains, and modifies computer systems, servers, disk storage systems, data back-ups, software applications, security measures, components, and/or databases.
  • Develops training plans, materials, and solution documentation; performs training as needed.
  • Manages change control (as part of the defect resolution and enhancement process).
  • Manages system settings, data configuration, and lookup updates.
  • Configures and updates system charts, dashboards, and views.
  • Assists in the administration of user provisioning.
  • Acts as business liaison and subject matter expert regarding complex system functions, issues, enhancements, and inquiries.
  • Gathers and documents business requirements and defines functional specifications.
  • Documents data feed and system integration requirements.
  • Works with software developers or consultants to create business applications that improve, simplify, and streamline business processing functions.
  • Defines system configuration parameters and applies updates as applicable.
  • Performs software testing and quality assurance.
  • Designs and develops reports using 3rd party report writing tools; establishes framework for custom reports to extract information from various systems.
  • Works closely with end users to analyze, define, model, and document systems requirements; creates and maintains application-related documentation and user manuals.
  • Evaluates and coordinates required service and/or maintenance with applicable vendors.
  • Applies advanced analysis skills to troubleshoot problems and works with end users to resolve application issues.
  • Partners with developers or consultants to resolve questions and issues related to business rules and application functionality.
  • Provides leadership for projects and direction and guidance to staff as needed.
