Job Description |
Harford Community College is hiring a Program Director for
SOAR
ASAP. The Director will lead the launch and implement of
SOAR
ASAP (Accelerated Study in Associate Programs) at
HCC.
SOAR
ASAP is a comprehensive academic support program designed to help students complete their academic journey to an associate degree on time. HCC's program provides intensive academic advising, career development, tuition scholarships, textbooks, and transportation assistance.
ASAP helps students earn their college degree as quickly as possible by removing the financial, academic, and personal obstacles that many students typically confront. Key
ASAP program features include comprehensive, high-touch advising and career development services while enrolled as a full-time student (required). Financial incentives include tuition and fee gap scholarships for financial aid eligible students, textbook assistance, and transportation assistance for all students.
Reporting to the Associate Vice President for Student Development, the Director provides general day to day oversight and successful delivery of a comprehensive program of academic, career, and transfer advising, as well as financial supports for program students. The Director will represent
SOAR
ASAP on all relevant committees, within and outside the College, develop and maintain relationships that create buy-in and allow the program to operate successfully as part of
HCC. The Director will oversee the implementation of
SOAR
ASAP protocols, develop local processes to meet the program's mission and enrollment/recruitment targets each semester. This position hires, develops, and oversees all program staff and manages the development of processes to regularly and consistently enter, share and analyze engagement and outcome data, both within the team and with College leadership, to ensure successful progress toward student engagement and program specific academic performance benchmarks. The Director oversees the program's operational budget and grant funds as well as the program's daily administration, including scheduling and timely delivery of services. The Director supports the achievement of the College's vision of serving as a regional leader in education and workforce development, offering transformative programs that drive individual growth and shared prosperity.
Employees of Harford Community College, including instructors for online and virtual courses, must be residents of Maryland or the contiguous states of Delaware, Pennsylvania, Virginia, West Virginia or the District of Columbia; non-residents are expected to relocate to meet this requirement.

Required Education |
Master's Degree in Higher Education, Human Relations or a related field |
Required Experience |
- Minimum of three years of relevant higher education experience, such as oversight of a comprehensive student support program
- Minimum of three years of supervisory experience
- Budget management experience
- Experience with grant implementation, reporting and management

Required Knowledge, Skills, & Abilities |
- Proficient in assessing, analyzing, and evaluating learning outcomes and the effectiveness of student services
- Proficient in the use of educational technology to promote student learning, particularly Microsoft 365
- Demonstrated knowledge of successfully assisting diverse and underserved students
- Excellent written and verbal communication skills
- Knowledge of institutional research and data analysis
- Ability to develop and implement evidence-based practices that support academic student success
- Ability to train others effectively.

- Initiative and resourcefulness
- Ability to coordinate work flow while managing multiple projects and deadlines
