Job Announcement

This position works within our Compliance & Risk Management Division. Reporting to the Director of Quality Improvement, will lead efforts to enhance clinical compliance, promote quality improvement initiatives, and foster collaboration across CSB's administrative and clinical teams, service areas, and community partners.

As the Quality Improvement Manager, works to strengthen the agency's culture of continuous improvement while serving as an "ambassador of change" within the organization. Responsibilities include:

  • Collaboration and Team-Building:
    • Facilitates partnerships across internal teams and with external community providers to support compliance and quality improvement initiatives.
    • Removes barriers to effective collaboration by clarifying team roles, maintaining open communication, and employing engagement strategies.
    • Promotes teamwork in a way that exemplifies relationship-building and aligns with agency values.
  • Quality Improvement Leadership:
    • Oversees program and service evaluation processes to enhance quality and compliance outcomes.
    • Develops, organizes, and disseminates regulations, policies, and site-specific procedures, ensuring consistency across different service areas.
    • Guides the implementation of evidence-based practices and compliance standards to promote long-term, sustainable improvements.
  • Implementation Science Expertise:
    • Applies principles of organizational assessment, design, development, and evaluation to identify and implement effective quality practices.
    • Leads the assessment, design, implementation, and evaluation of initiatives, ensuring measurable progress and sustained success.
  • Communities of Practice:
    • Establishes and maintains Communities of Practice addressing critical areas such as compliance, integrated healthcare, evidence-based practices, and co-occurring disorders.
    • Use these Communities of Practice to identify needs, close gaps, and develop strategies for improving programs and service delivery.
    • Facilitate ongoing team activities to evaluate programs and services while supporting quality improvement through case reviews and assessments.
  • Compliance Document Management:
    • Manage the agency's electronic compliance document management system.
    • Coordinate the creation, maintenance, and distribution of guidance documents (e.g., field guides) that ensure consistency in service-specific and cross-service operations.
    • Provide related staff training and maintain documentation to support compliance efforts.

Functional areas: behavioral health, developmental disabilities, quality improvement, quality assurance, applicable regulations, program licensing, corrective action plans, billing requirements, medical record auditing, communities of practice, and/or process improvement.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:(Click on the aforementioned link to learn how Fairfax County interprets equivalencies for "Any combination, experience, and training equivalent to")
Graduation from an accredited four-year college or university with a bachelor's degree in field related to the assigned functional area; Plus four years of professional work experience with in the functional area.

CERTIFICATES AND LICENSES REQUIRED:
None.

NECESSARY SPECIAL REQUIREMENTS:

  • The appointee to this position will be required to complete a criminal background check, a Child Protective Services Registry check, and sanction screening to the satisfaction of the employer. A TB screening upon hire.
  • Additional Work Schedule Requirements: Required to work some evenings and weekends to accommodate agency and program needs.

PREFERRED QUALIFICATIONS:
Master's degree in a field related to behavioral health, social work, developmental disabilities, education, or healthcare, with five years of professional-level work experience in behavioral health and/or developmental disability services with experience with state and federal regulations, program evaluation, communities of practice, regulatory compliance, program licensing, corrective action plans, and billing alignment to regulation requirements related to behavioral health and developmental disabilities programs.

PHYSICAL REQUIREMENTS:
Ability to communicate effectively with agency, county and external stakeholders/partners, staff and the public in person and on the phone. Ability to operate keyboard-driven computer equipment, transport oneself to various locations throughout the County, communicate effectively orally and in writing, carry and set up laptops, audio-visual equipment, and related presentation materials. All duties performed with or without reasonable accommodations.

Panel Interview and may include a practical exercise.
