HJF is seeking a Program Manager II to provide administrative project oversight to maximize the effective use of project resources. The Program Manager II will drive successful completion of key deliverables and stated objectives for multiple projects. The incumbent will work on problems of moderate scope, applying an intermediate level understanding of organizational objectives and program management principles.

This position will be in support of the Murtha Cancer Center Research Program (MCCRP)'s activities at the Joint Pathology Center (JPC) located in Silver Spring, Maryland. The Murtha Cancer Center is a modern, patient-centric, tri service military healthcare facility. Its comprehensive core of military and civilian oncologists and other cancer-trained clinicians and researchers provide multidisciplinary cancer-care delivery and patient-family support services. Our Cancer Center, the only DoD Cancer Center of Excellence within the Military Health System, offers its patients access to cutting-edge cancer diagnostic and treatment technologies.

The Henry M. Jackson Foundation for the Advancement of Military Medicine (HJF) is a nonprofit organization dedicated to advancing military medicine. We serve military, medical, academic and government clients by administering, managing and supporting preeminent scientific programs that benefit members of the armed forces and civilians alike. Since its founding in 1983, HJF has served as a vital link between the military medical community and its federal and private partners. HJF's support and administrative capabilities allow military medical researchers and clinicians to maintain their scientific focus and accomplish their research goals.

Note: This position requires incumbents to be U.S. Citizens.



  • Manage operational elements of one or more individual projects. Document project scope and plan, confirming objectives, technologies, schedules, milestones and deadlines, funding, and available resources with key stakeholders. Produce and distribute project status reports and documents. Provide status reports to JPC and MCCRP Leadership as requested.
  • Communicate and collaborate with others, including but not limited to project team members, management and other key stakeholders about project requirements and objectives. Document and evaluate existing processes, procedures and guidelines making recommendations for enhancements and improvements as appropriate. Obtain approval for out-of-scope modifications.
  • Meeting coordination to include preparation of meeting agendas and minutes.
  • Project coordination/management to include the development of Standard Operating Processes (SOPs) for APOLLO5, APOLLO7, CPDR, GYN-COE, BRAC Prometheus, CSVCC, Prometheus and any new MCC-JPC projects.
  • Aid in drafting master MCC-JPC collaborative agreements to support new projects.
  • Manage MCC personnel working at the JPC.
  • May perform other duties and responsibilities as assigned or directed by the supervisor. This may include attendance of and participation in required training for role.


Supervisory Responsibilities



  • Direct Supervisor: Direct authority to make decisions on the following: employee hiring, disciplinary action, conduct employee performance evaluations and directs work activities.


Education and Experience



  • Bachelor's degree required; Master's degree preferred. Business Administration or Life Sciences field of study preferred.
  • Minimum of 6-8 years' experience required.


Required Knowledge, Skills and Abilities



  • Ability to communicate clearly, work well with others, identify and resolve problems, and deliver results as a team.
  • Demonstrated ability to plan, schedule, and coordinate activities to meet deadlines.
  • Working knowledge of a variety of software including but not limited to Microsoft Office, proposal/project tracking, and data analysis software.
  • Experience writing Standard Operating Processes (SOPs) and protocols.


Licenses and Certifications



  • Project Management Professional (PMP) preferred.


Work Environment



  • This position will take place primarily in an office setting.


Compensation



  • The annual salary/hourly pay range for this position is $73,800-$115,000. Actual salary/hourly pay will be determined based on experience, education, etc.
