General Function:
- Demonstrated understanding of Acquisition and Financial Management policies, procedures, regulations, and directives, including FAR, DFAR, DoD FMR 7000.14-R, AFI 65-508, AFPD 65-5, AFMAN 65-506, Operating and Support Cost Estimating Guide, and MIL-STD-881C.
- Proven experience supporting acquisition cost estimating and analysis efforts, including development of Program Office Estimates (POE), Independent Government Cost Estimates (IGCE), and execution of special cost studies.
- Skilled in preparing and supporting milestone review documentation and associated cost analysis inputs.
- Experienced in reconciling cost estimates with the Air Force Cost Analysis Agency (AFCAA) to ensure consistency and compliance with established methodologies.
- Proficient in the use of cost estimating methodologies, tools, and software applications such as parametric modeling, statistical analysis, and cost databases.
- Capable of conducting advanced quantitative analysis including linear regression, confidence interval modeling, learning curves, and other data analytics techniques.
- Ability to identify and analyze cost variances and provide thorough reporting on cost trends and deviations.
- Demonstrated experience performing Earned Value Management (EVM) analysis and interpreting EVM data to inform program cost performance.
- Proficient in using automated management information systems to support analytical, fact-finding, and advisory cost functions.
- Capable of developing and documenting comprehensive life cycle cost estimates, including Cost and Software Data Reporting (CSDR), Business Case Analyses (BCA), Cost Benefit Analyses (CBA), and Economic Analyses (EA).
- Skilled in employing multiple cost estimation methodologies and models including cost estimating relationships (CERs), cost factors, discounting, net present value (NPV), return on investment (ROI), and break-even/payback analysis.
- Experience in preparing, updating, and reviewing a wide range of acquisition and cost-related documentation for compliance with specifications, mandatory guidance, and overall adequacy.
- Able to provide Program Objective Memoranda (POM) estimates and conduct cost analyses for alternate scenarios ("what-if" assessments).
- Participation in cost estimating teams, contributing to the full lifecycle of estimate development in accordance with AFLCMC's Standard Process for Annual Program Office Cost Estimate guide.
- Competent in cost estimate planning, data collection and analysis, formulation, review, presentation, and documentation.
- Able to produce full-spectrum cost estimates encompassing all phases of acquisition, including development, production, and Operations and Support (O&S) costs.
- Experience in capturing all applicable Work Breakdown Structure (WBS) elements and associated direct/indirect costs, aligned with acquisition phases defined in DoDI 5000.02.
- Capable of conducting comprehensive risk and uncertainty analysis as part of cost estimation.
- Experienced in analyzing cost proposals, providing cost realism assessments, and ensuring proposal cost reasonableness.
- Familiar with and able to utilize cost and financial systems including PRICE, SEER, ACEIT, COCOMO, Crystal Ball, CCaRs, CRIS, IDECS II, and Winsight.
- Subject matter expertise in developing cost estimates for new systems, including research, development, testing, production, and fielding of novel equipment concepts.
- Able to research and apply analogous, empirical, or derivative data from historical programs to develop credible development costs and schedules.
- Skilled in applying annual inflation indices and cost escalation factors to derive current-year cost baselines.
- Capable of adjusting cost baselines based on program risk, technical complexity, and technology readiness assessments.
- Experienced in developing current-year program cost profiles and Future Year Defense Program (FYDP) funding requirements to support POM submission cycles.
- Proficient in generating cost confidence levels and updating estimates regularly as system designs or concepts of operations mature.
Qualifications: Education/Certifications/Experience/Skills:
- Master's or Doctorate Degree in a related field and at least 20 years of experience in the respective technical / professional discipline being performed, 12 years of which must be in the DoD
- or Bachelor's Degree in a related field and 25 years of experience in the respective technical/professional discipline being performed, 15 years of which must be in the DoD
- or 30 years of directly related experience with proper certifications as described in the PWS labor category performance requirements, 20 years of which must be in the DoD.
- Must possess and maintain a government security clearance at the Secret Level.
- Must be proficient in the use of Microsoft Office Applications and other standard applications.
