Summary:

Goldbelt Apex LLC is seeking a Program Manager III to oversee a collection of related/integrated projects that together support a long-term research initiative. This position strategically guides one or more project managers and associated technical staff to ensure they are all working effectively toward the program's stated objectives. Typically oversees moderate to highly complex projects.

This position will be in support of the Naval Medical Research Unit San Antonio (NAMRU-SA) at Fort Sam Houston. NAMRU-SA is a significant research and development center whose mission is to conduct gap-driven research in combat casualty care, craniofacial care, and directed energy, with the goal of improving the survival, operational readiness, and safety of Department of Defense (DoD) personnel engaged in routine and expeditionary operations. Its purpose is to provide non-personal support services to NAMRU-SA. Performance will include intramural research and development (R&D) support services for four (4) scientific directorates and their respective departments: Directed Energy Health Effects Directorate (DEHE), Combat Casualty Care and Operational Medicine Directorate (CCC&OM), Craniofacial Health and Restorative Medicine Directorate (CH&RM), and Research Services Directorate (RSD).

This effort primarily entails investigative studies which involve planning, coordinating, designing, and executing experimental protocols that meet both directorate-level research objectives and the command mission.

Please note that this position is contingent upon the successful award of a contract currently under bid.


Responsibilities

Essential Job Functions:

  • Reports directly to the Chief Science Director (CSD); provides senior level advisory role to program managers and analysts in scientific directorates.
  • Assists the Government with gathering information for taskers and other requests for information (RFI).
  • Maintains and organizes Government-prepared research documents at a command level, including command scientific notebooks.
  • Assists the Government with space utilization within the scientific directorates and makes recommendations accordingly.
  • Assists CSD and scientific directorates in carrying out administrative and financial tasks related to research; works with Comptroller to resolve research funding-related inquiries.
  • Reviews and provides advice for business and growth plans for research to directorates.
  • Tracks study expenditures and reports financial status related to research under contract to the Government.
  • In collaboration with the Government, provides recommendations for yearly budgets related to research under contract.
  • Submits government-approved proposals and grants via various websites (i.e., eBRAP, grants.gov, CMRDP, etc.)
  • Verifies that the Government prepared documentation is available for various research meetings.
  • Coordinates and schedules meetings on behalf of the CSD; takes minutes and provides them to the Director.
  • Assists CSD and the command suite with tours and scientific visitors.
  • Supervisory Responsibilities
    • Direct authority to make decisions on the following: employee hiring, disciplinary action, starting salaries, and merit increases; conduct employee performance evaluations, and direct work activities.

Qualifications

Necessary Skills and Knowledge:

  • In-depth knowledge of federal budget processes and fundamental principles of project management
  • Solid Interpersonal skills, including the ability to communicate verbally and in writing, build and maintain teams, and identify and resolve problems.
  • Demonstrated ability to plan, schedule, and coordinate activities to meet deadlines.
  • Working knowledge of a variety of software, including but not limited to Microsoft Office, proposal/project tracking, and data analysis software.
  • Physical Capabilities:
    • Lifting: Requires lifting materials up to 10 lbs.
    • Ability to stand or sit at a computer for prolonged periods.
    • Ability to climb, pull, and lift heavy objects.

Minimum Qualifications:

  • Bachelor's degree required plus 10 years of related experience OR Master's degree plus 7 years of related experience.
  • All staff required to enter the labs shall maintain current certification in American Heart Association Basic Life Support (BLS), American Heart Association Healthcare Provider Course, American Red Cross CPR (Cardio Pulmonary Resuscitation), or equivalent.
  • US Citizenship and the ability to obtain and maintain a Secret Clearance, including background check and drug screening.

Preferred Qualifications:

  • Prior experience in the life sciences is strongly preferred.
  • Project Management Professional (PMP) preferred.
