Overview

The Program Manager will be responsible for the leadership, execution, and oversight of a large-scale IT sustainment and modernization contract for the United States Coast Guard. This position requires a technically proficient and operationally seasoned leader who can drive results across a multidisciplinary team supporting enterpfr4r4fr4r4rise systems spanning shore, air, and afloat environments. The ideal candidate brings a deep understanding of federal IT lifecycle management, SLA governance, and cross-functional coordination in accordance with DHS's DESMF, TBM, and Force Design 2028 strategies. Must have a successful record of managing IT service delivery and modernization within a DoD or DHS environment and be a hands-on leader capable of translating technical complexity into actionable plans for stakeholders and team members.

Responsibilities

    Lead the development and implementation of the Program Management Plan (PMP), including organizational structure, staffing models, communication matrix, performance metrics, and integrated master schedule.
  • Serve as the primary interface with USCG Contracting Officers, CORs, and mission stakeholders for contract execution, reporting, and alignment.
  • Manage cross-functional teams supporting service delivery across engineering, cybersecurity, field services, logistics, and modernization initiatives.
  • Drive compliance with Service Level Agreements (SLAs), Operational Level Agreements (OLAs), and DHS-defined performance metrics.
  • Facilitate Monthly Status Reports (MSRs), Program Management Reviews (PMRs), and customer satisfaction initiatives with a focus on traceability and actionable improvement.
  • Lead proactive risk management, issue escalation, and mitigation planning across all contract operations.
  • Ensure contract deliverables meet USCG's Force Design 2028 objectives and align with TBM frameworks for financial accountability.
  • Serve as executive leader over surge activities, Continuity of Operations (COOP) planning, and high-visibility transitions.
  • Maintain full oversight of all Named Technical Representatives (NTRs), ensuring alignment to service towers and continuous improvement initiatives.


Qualifications

Demonstrated Abilities:

  • Proven leadership of complex IT sustainment and transformation programs within a DHS, DoD, or other federal agency environment.
  • Demonstrated excellence in managing high-value, performance-based contracts with measurable outcomes.
  • Strong ability to communicate with executive stakeholders and technical teams alike; skilled in translating strategic objectives into operational results.
  • Effective collaborator across integrated product teams, mission owners, and subcontractor partners.
  • Deep familiarity with ITIL, DESMF, TBM, RMF, and modern project management methodologies (Agile, SAFe, Waterfall).

Position Qualifications:

Education:
Bachelor's degree in Project Management, Business, Computer Science, Technology, or a related field required; Master's degree preferred.

Certifications:

  • PMP Certification - Required
  • ITIL v4 - Preferred
  • DoD 8140/8570 Compliance (e.g., Security+) - Preferred

Clearance:
DoD Top Secret - Required (TS/SCI Eligible - Preferred)

Experience:

  • 10+ years of related work experience managing federal IT programs.
  • Demonstrated success in implementing enterprise IT solutions, tech refresh, sustainment, and cloud/hybrid IT platforms.
  • Experience managing geographically dispersed teams and subcontractor/vendor partners.
