Counterintelligence Officer

Key Role:

Conduct defensive CI activities in support of an intelligence agency as a Counterintelligence (CI) Officer. Conduct daily research to gather, assimilate, evaluate, and interpret information concerning intelligence, terrorism, and espionage threats against agency personnel, programs, technology, and information systems or facilities and the National System for GEOINT (NSG). Provide daily CI analyses for distribution to selected parties within the agency, the DoD, and the Intelligence Community. Assimilate, evaluate, and interpret all-source information related to the agency from an operational security perspective. Publish intelligence with recommendations for mitigation and countermeasures, as appropriate. Alert the government immediately to imminent intelligence, terrorism, and espionage threats with recommended countermeasures. Provide analytical forecasts of intelligence, terrorism, and espionage threats against the agency as requested with recommended countermeasures. Provide CI assessments of proposed international agreements involving GEOINT sharing as requested. Provide annual CI threat analyses of intelligence and terrorism threats to agency employees assigned to CONUS and OCONUS locations. Apply knowledge and understanding of most of the applicable analytical tools such as Multi-media Message Manager (M3), Palantir, Tripwire Analytic Capability (TAC), ARCSIGHT, RSA Security Analytics, Consular Consolidated Database (CCD), or Terrorist Identities Datamart Environment (TIDE), to conduct CI analysis of anomalous activities. Liaise with the Department of Defense (DoD), Intelligence Community, and appropriate law enforcement entities to remain abreast of current CI trends and issues. Conduct liaison with agency components to facilitate information sharing to support agency CI activities. Prepare briefs for delivery to internal and external audiences at the strategic, operational, and tactical levels. Conduct formalized threat briefings tailored specifically for agency travelers and their intended foreign destinations and geospatial-related conferences and symposia involving foreign official representation or attendance for purposes of determining intelligence service threats or interest in agency personnel. Conduct foreign contact and foreign travel debriefings and prepare applicable reports detailing the results and findings, including preparing Intelligence Information Reports. Provide CI advice and expertise in CI Risk Assessments in support of personnel security and the security clearance adjudication process pursuant to Intelligence Community Directive (ICD) 704 requirements. Provide CI technical expertise to support vulnerability mitigation efforts. Provide CI expertise in protecting emerging geospatial and IC technologies and the intelligence acquisition process. Provide CI support to Research and Technology Protection (RTP) initiatives, including writing CI Threat Assessments (TA). Provide seamless integration of CI support to agency Supply Chain Risk Management (SCRM) policies and initiatives, including compliance with ICD 731, 731.1, 731.2, and ICD 503. Produce Supply Chain Risk Assessment reports and Intelligence Information Reports (IIRs). Provide input as required to a formal report of findings and recommendations for all unauthorized disclosures involving the known or suspected loss of classified information. Produce CI Notes and CI Minutes for agency awareness as required. Work closely with members of the Intelligence Community to share information, and collaborate, draft, and finalize community information reviews or damage assessments. Support and participate in the conduct of CI Incident Assessments (CIIAs). Support processing of agency documents for public release. Participate in agency and IC directed damage assessment task forces as appropriate.

Basic Qualifications:

• 7+ years of experience with CI
• Experience in foundational defensive CI, including conducting investigations, inquiries, collections, operations, analysis, briefings, debriefings, training, and awareness
• Active TS/SCI clearance; willingness to take a polygraph exam
• Bachelor's degree
• Graduate of a Federal or DoD CI Training Academy

Additional Qualifications:

• Bachelor's degree in National Intelligence Studies, Law Enforcement, History, Analysis, Research, Journalism, Political Science, Library Science, Engineering, Mathematics, or a related field preferred; Master's degree in National Intelligence Studies, Law Enforcement, History, Analysis, Research, Journalism, Political Science, Library Science, Engineering, Mathematics, or a related field a plus

Clearance:

Applicants selected will be subject to a security investigation and may need to meet eligibility requirements for access to classified information; TS/SCI clearance is required.
