SUMMARY OF THE ROLE
The Mechanical Maintenance Competency Assessor supports and assists the Training Director in implementing and maintaining the Competency Assurance Management System (CAMS) for RGLNG Maintenance personnel. The role is responsible for assessing the performance and competence of mechanical maintenance technicians across various tasks and activities, ensuring they meet the requirements of competence assurance standards. The Assessor conducts field assessments, provides verification of competency for safety-critical maintenance tasks, and delivers technical training in both workshop and field environments. KEY RESPONSIBILITIES:
  • Assess the performance of mechanical maintenance personnel and their related knowledge across various tasks, ensuring demonstrated competence meets the requirements of CAMS standards
  • Deliver technical training programs through workshop instruction and field-based training, such as: Mechanical equipment maintenance and repair, Workshop machinery and fabrication, Safety systems and procedures, Mechanical isolation and testing, Standard maintenance procedures, Equipment inspection techniques
  • Support the development and maintenance of role competency profiles for mechanical maintenance personnel, such as: Equipment-specific competencies, Workshop skills verification, Safety-critical maintenance tasks, Technical skill assessments, Cryogenic material behavior and thermal expansion management, Welding and material selection for LNG plant environments, Advanced troubleshooting techniques for mechanical failures
  • Conduct field assessments and observations to evaluate technician competency in areas such as: Rotating equipment maintenance, Static equipment maintenance, Workshop operations, Rigging and lifting operations, Equipment testing and verification, Flange management, Maintenance tooling and equipment, Emergency response for LNG spills, leaks, and fires, Safe handling of cryogenic fluids and pressure relief systems, Vibration analysis and thermography for condition monitoring
  • Verify completion of required training curriculum as documented in individual training plans before conducting competency assessments
  • Document assessment results and provide detailed feedback to personnel and supervisors on competency gaps identified
  • Support verification of competency (VOC) activities for new or modified equipment
  • Assist in developing and maintaining mechanical assessment tools, guides and verification processes
  • Participate in maintenance readiness activities during commissioning
  • Mentor and guide maintenance personnel in developing technical competency
  • Support continuous improvement of CAMS through feedback and recommendations
MINIMUM REQUIREMENTS:
  • 5+ years' experience in mechanical maintenance at an LNG facility or similar process plant
  • 3+ years' experience conducting mechanical competency assessments
  • 2+ years' experience delivering technical training
  • Experience with maintenance management systems
  • Experience in developing training materials and e-learning modules
  • Must maintain a Transportation Worker Identification Credential (TWIC) card in good standing status.
  • Strong understanding of mechanical equipment and maintenance practices
  • Experience with maintenance training and competency development
  • Knowledge of competency-based assessment methodologies
  • Strong instructional and presentation skills
  • Advanced knowledge of mechanical systems including: Pumps and compressors, Heat exchangers, Pressure vessels, Valves and actuators, Turbines, Workshop machinery, Cryogenic systems and handling of LNG, Non-destructive testing (NDT) methods
  • Understanding of safety management systems and regulatory requirements
  • Strong observation and evaluation skills
  • Excellent written and verbal communication abilities
  • Proficiency in CMMS and Microsoft Office applications
  • Experience with learning management systems
  • Strong planning and organizational capabilities
  • Knowledge of industry standards such as API, ASME, IEC, ANSI, and ISO relevant to LNG plant maintenance
  • Ability to conduct hands-on training in a field environment
PREFERRED QUALIFICATIONS:
  • Associate's degree in related technical field or mechanical trade qualification.
  • Formal assessor qualification.
  • Training/assessment certification.
Job Site Work Environment
* Must be able to wear all necessary PPE equipment to perform job functions.
* Operates in a complex construction environment.
* Exposure to indoor and outdoor weather conditions.
* Not necessarily protected from weather and temperature changes. Possible exposure to hot, cold, wet, humid, or windy weather conditions.
* Exposure to moving mechanical parts and electrical circuits.
* Exposure to constant or intermittent sounds of a pitch level sufficient to cause marked distraction.
* Routinely uses standard office and field communications equipment such as computers, phones, photocopiers w/scanner and fax, and radios.

* Ability to drive to other Company work locations as required.

* The incumbent is required to have fully mechanical motion and usage of all extremities.
* Physically able to walk, stand, bend, stoop, kneel, reach, twist, lift, push, pull, climb, balance, crouch, handle, and lift items weighing up to 20 lbs. without assistance.
* Visual acuity corrected to perform job functions. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.
* Must be able to clearly communicate with others via radio, phone, and verbal methods.
* May be required to enter confined spaces.
* May be required to work at elevated heights and access elevated structures without assistance.
