Title: Manager, Systems of Services for Children and Youth with Special Health Care Needs (CYSHCN) (Grant Funded)
Reporting Relationship: Senior Manager, Disabilities and Special Health Care Needs

The American Academy of Pediatrics (AAP), the nation's leading advocacy organization for children's healthcare, seeks an experienced professional with preferred expertise in pediatric health care systems, Maternal and Child Health (MCH) Title V programs for Children and Youth with Special Health Care Needs (CYSHCN), family engagement, Medicaid and financing, ideally with direct experience in a state Title V/CYSHCN program and developing educational resources. This role will manage the Maternal and Child Health Bureau (MCHB) cooperative agreement Building Systems of Services for CYSHCN, which establishes the National Center for a System of Services for CYSHCN. Responsibilities include fostering strong, collaborative relationships with internal and external stakeholders to guide policy and practice assessment and analysis, training, education, technical assistance, resource and material development, and evaluation, as well as managing the National Center's learning collaboratives, technical assistance, dissemination, and evaluation activities.

Some tasks include:

  1. Serve as the primary staff for the project's Steering Committee and relevant workgroups. Lead all aspects of planning, meeting/call agenda development, and targeted member communication and engagement. Foster an environment that encourages meaningful engagement across these groups.
  2. Manager and foster collaborations with National Center partner organizations, including four core Consortium partners (Boston University, The National Alliance to Advance Adolescent Health, Family Voices, and the University of North Carolina Chapel Hill). Lead and facilitate all aspects of partner planning calls and partner communications.
  3. In collaboration with National Center partners, manage the development of the Implementation Roadmap, including facilitating consensus building activities among different partners to identify Roadmap implementation approaches.
  4. Manage and provide oversight of technical assistance and educational resources, including the National Center website, the Implementation Roadmap Playbook, state profiles, promising practices, and system innovation profiles.
  5. Respond to technical assistance requests related to advancing the system of services for CYSHCN; coordinate responses with National Center Consortium partners as appropriate and necessary.
  6. Manage a series of learning collaboratives with multidisciplinary state teams including team recruitment and orientation, establishing key elements of the learning collaboratives, providing regular technical assistance/support, convening virtual learning sessions, and facilitating quality improvement and evaluation activities.
  7. Manage the development and implementation of scope(s) of work and related deliverables included in various project subcontracts and consulting agreements. Ensure effective and timely completion of deliverables and processing of invoices.
  8. Participate in numerous national and state organizations' meetings and initiatives, including those planned by the MCHB, Association of Maternal and Child Health Programs (AMCHP), and other MCHB-funded projects to support collaboration across maternal and child health partners.
  9. Represent the National Center on calls, meetings, and other related initiatives.
  10. Collaborate across multiple AAP teams to facilitate completion of project deliverables.
  11. Manage the cooperative agreement budget and processing of expenditures. Work with AAP Finance staff to prepare federally required financial reports.
  12. Manage the development of cooperative agreement progress reports in accordance with established federal requirements.
  13. Serve as one of the primary points of contact with the cooperative agreement MCHB Project Officer; prepare all meeting agendas and communications with MCHB project officer.
  14. Respond to inquiries and correspondence from program collaborators, AAP fellows and other physicians, MCH Title V/CYSHCN programs, family organizations, allied health professionals, governmental agencies, higher education institutions, and other organizations regarding program activities.
  15. Supervise assigned staff. Encourage a work environment that promotes welcoming and belonging of all staff. Support ongoing staff development, help set objectives, and evaluate performance, and promote and enhance staff capacity in skills necessary to achieve goals. Ensure staff operate in a fiscally prudent manner, maintain confidentiality, operate with the highest ethical standards, and provide excellent service to members and volunteers.
  16. Perform all other duties as assigned for the success of the grant.

Qualified candidates will possess:

  1. Bachelor's degree in public health, maternal and child health, health systems management, training and development, or related field discipline, or an equivalent combination of relevant education and work experience. Master's degree preferred.
  2. At least three years' related experience in public health program management, including budget/fiscal management, fostering collaborative working relationships among various internal and external teams, and facilitating project components with multiple partners, preferably in a medical association, state public health agency, or national advocacy organization. Experience supervising staff or serving as a team lead preferred. Knowledge of pediatric health care systems, MCH Title V CYSHCN programs, family engagement, Medicaid and financing, and other service sectors serving CYSHCN preferred. Direct experience working within a state Title V/CYSHCN program and with developing educational resources a plus.
  3. Excellent organizational, interpersonal, diplomacy, critical thinking, leadership, project management, and verbal/written communication skills required. Strong technical acumen with proficiency in MS Office (Word and Excel) and database management required; experience with document collaboration sites (e.g., SharePoint), budget tracking software (e.g., Acumatica), and project management software/tools (e.g., SmartSheet) preferred. Must be able to manage multiple projects simultaneously, work both independently and as part of a team, take initiative, collaborate effectively with various internal and external constituents, and promote and maintain a positive and cooperative team-oriented work environment with a commitment to fostering a culture where everyone feels valued and respected. Some travel and evening/weekend work required, as well as the ability to be flexible with work schedule in order to accommodate members' availability.

Hybrid work environment of 40% of work time in the Itasca, IL office per month.

A reasonable estimate of the current base pay range for this position is $99,227.67 - $104,740.48. Compensation decisions take into account a wide range of factors, including but not limited to relevant experience, skills, certifications, geographic location, business needs, and organizational policies. In addition to those factors, we believe in the importance of pay equity and consider internal equity of our current team members as a part of any final offer.
