Overview

TRC Companies, Inc. is recruiting for an experienced HR Director to lead and manage the North American HR compliance programs. This strategic role requires expertise in employment law, regulatory developments, and technology-enabled solutions to drive operational excellence and minimize risk.


Responsibilities

  • Design, manage, and enhance an established HR compliance program aligned with business needs and legal obligations to support company operations across all 50 US States, Puerto Rico, and Canada.
  • Monitors employment law and regulatory developments across the United States, Puerto Rico, and Canada; adjusts internal policies and procedures accordingly in collaboration with the HR, Legal, and Finance leadership teams.
  • Develops ongoing legal and compliance updates to HR, Business, and Corporate leadership that is delivered electronically through the TRC Academy.
  • Collaborates with Legal, Operations, Finance, and HR leaders to develop and implement scalable and practical approaches to compliance risk mitigation.
  • Works with the VP of HR Technology and the VP of Information Technology in the development of technology solutions to enhance operations compliance, HR compliance, training and reporting.
  • Conducts audits of HR and payroll to ensure operational compliance.
  • Collaborates with the Legal and Finance teams to establish key metrics and dashboards to measure compliance program effectiveness and identify improvement opportunities.
  • Supports the Legal team in audit preparation and response efforts for government and client reviews related to HR compliance.
  • Serves as a HR subject matter expert resource and strategic advisor on complex HR compliance issues and translating legal requirements into accessible guidance.

Scope Factors

Leads a team of coordinators supporting HR compliance efforts across the United States, Puerto Rico, and Canada. Responsible for HR compliance metrics and reporting tied to legal, operational, and audit requirements.


Qualifications

  • Bachelor's degree is required; and a JD or Master's degree in HR, Law, or related field is a plus.
  • Minimum of seven (7) years of progressive HR compliance experience, with at least five (5) years in a leadership role.
  • Demonstrated experience managing complex enterprise compliance programs and responding to government and client audits; experience with California labor compliance preferred.

Deep knowledge of U.S. employment law and HR compliance requirements across all 50 US States, Puerto Rico, and Canada. Strong analytical skills with ability to identify compliance risks and trends from complex data. Confident communicator who can influence, educate, and support diverse stakeholders across departments. Tech-forward mindset with understanding of how digital tools can scale compliance operations.

Compensation: In accordance with local law, the below salary range is applicable for the job and location associated with this requisition. Compensation will vary based upon experience, education, skill level, geographical location, and other compensable factors.

Other Compensation: Employee may be eligible for participation in the Company's annual Discretionary Bonus Program which is contingent on Company, Business Segment, and Individual performance against Key Performance Indicators which vary by year and employee.
