THOR Solutions is actively seeking a Financial Analyst to support Maintenance Availability Budget Planning efforts at the Commander, Naval Surface Forces, Atlantic (COMNAVSURFLANT) Maintenance and Engineering (N43) in Norfolk, VA. In this role, the candidate will provide expertise and services to support the maintenance, modernization, and engineering of surface vessels.

This position is associated with an upcoming contract that THOR is pursuing, with an estimated award/work start around the first week of September 2025. We are conducting preliminary, "contingent" hiring for roles associated with this contract. The work start is dependent upon THOR being awarded this contract.

Typical Responsibilities:
  • Provide financial data collection, data entry, and data analysis for the N43 financial director.
  • Provide functional and technical advice regarding the CNO N83 ship operations model used in the PPBE cycle.
  • Provides in-depth analysis of existing trends, programmatic changes and pricing conditions to accurately forecast Future Years Defense Plan (FYDP) requirements.
  • Provides support in evaluating SWE equities in the N83 Ship Operations and Depot Maintenance models.
  • Provide analysis for responses to Ship and Combat Operations and Depot Maintenance Program Objective Memorandum (POM)-related queries from OPNAV and Echelon II commands.
  • Develop CNSL TYCOM N43 financial reports which articulate ship maintenance PPBE program decisions.
  • Analyze complex data sets from upper Echelons to ensure future maintenance requirements are accurately represented and adheres to financial guidelines.
  • Provide detailed analysis of large financial data sets from other Ship Maintenance organizations such as SURFPAC, SURFMEPP and CNRMC upon request.
  • Attend meetings and report outcomes of meetings to the Finance Director as needed.
  • Provide standardization of financial management processes in the form of user manuals, standard operating procedures, and instructions.
  • Interpret financial procedures and develop internal processes to ensure accuracy in all financial funding types (CN, AF, CM, EM and IL) and appropriations (OMN/OPN).
  • Review and analyze execution of Mid-Year Review, Execution in End of Year (EOY) Certified Obligations and Execution in the 50/50 and recommend best practices and way forward approaches.
  • Collect, compile and generate draft annual Maintenance Modernization Business Plan (MMBP).
  • Provide on-site subject matter expert response to in-person, telephone or e-mail inquiries or concerns regarding Maintenance Availability Budget Planning.

Location: Onsite in Norfolk, VA.

Travel Requirements: Up to 25% travel is anticipated, to CONUS and OCONUS locations, dependent upon customer requirements and schedule.

Typical Physical Activity: Primarily desk/computer work in an office environment. Periodic visits to waterfront/shipboard environments. May involve: repetitive motion, traversing shipboard environments (e.g., confined spaces, ladders, hatches), speaking or vision.

US Citizenship Required:Due to the requirements of the federal contract that this position supports, U.S. citizenship is required. Citizenship will be confirmed via I-9/E-Verify at the start of employment.

Existing Security Clearance Required:This position requires a DoD Secret security clearance. A qualified candidate must already possess an active or interim Secret security clearance.A candidate with especially strong, relevant experience but no active security clearance may still be considered, but work start would be dependent upon a new Secret clearance being awarded.

Typical Knowledge, Skills, and Abilities:
  • Bachelor's degree in Accounting, Finance, or Business.
    • In lieu of a Bachelor's Degree Five (5) years' experience in budgeting/finance/accounting may be considered.
  • Two (2) years' experience specifically with Navy Logistics, Accounting, or Ship Maintenance is desirable.
  • Proficient with Microsoft Excel and able to generate graphs, produce pivot tables, and use macros and formulas to perform financial and budget analysis and report findings to government lead.
  • Five (5) years experience specifically with Navy budget functions involving the formulation, justification, and/or execution of budgets for organizations, programs, or projects, and understanding of Navy POM process.
  • Knowledge and skill in the application of Navy Financial Systems (SABER, FRMS, etc.)
  • Proficient with common productivity software, including the Microsoft Office suite.
  • Excellent communication skills.
