THOR Solutions is actively seeking a Program Analyst to support CNO Availability Scheduling efforts at the Commander, Naval Surface Forces, Atlantic (COMNAVSURFLANT) Maintenance and Engineering (N43) in Norfolk, VA. In this role, the candidate will provide expertise and services to support the maintenance, modernization, and engineering of surface vessels.

This position is associated with an upcoming contract that THOR is pursuing, with an estimated award/work start around the first week of September 2025. We are conducting preliminary, "contingent" hiring for roles associated with this contract. The work start is dependent upon THOR being awarded this contract.

Typical Responsibilities:
  • Provide coordination, collaboration, data integration, analysis and report generation to track, monitor, update, inform and maintain accurate CNO Availability schedules and associated correspondence for COMNAVSURFLANT.
  • Update and maintain the Commander Surface Fleet Atlantic (CNSL) ship CNO availability schedules for review and discussion to support ship's operational schedules, modernization installations, overhaul policies, and port shipyard workload capacities.
  • Draft CNO availability schedule change messages to promulgate changes to near-term CNO availability dates.
  • Enter all changes to or creation of CNO availabilities in Navy Data Environment (NDE) for CNSL ships and designated shore sites. Review NDE entries for CNSL ships and designated shore sites to ensure data validity. Provide NDE-generated CNO availability schedules or reports as requested.
  • Participate in Long-Range Maintenance Planning (LRMP) discussions and decision-making processes to represent surface ship scheduling interests, this includes Surface Master Plan (SMP), Availability Duration Scorecard (ADS) review, and associated CNSL instruction reviews and rewrites.
  • Participate in Fleet Forces Command (FFC) quarterly schedule review process.
  • Coordinate with other CNSL N43 personnel on changes to CNO availability execution that have the potential to impact CNO availability duration and require schedule change.
  • Provide as-needed communication with the Regional Maintenance Centers (RMCs), System Commands (SYSCOMs), Fleet Forces, Commander Surface Fleet Pacific (CNSP), and Naval Shipyard maintenance schedulers using official naval message traffic, e-mail correspondence, scheduled meetings, and various conferences to ensure short term CNO maintenance availabilities align to port workloads and dry dock availabilities.
  • Review instructions or guidance concerned with or connected to CNO availability schedules, duration, or planning.
  • Maintain working draft of long term CNO Availability schedules for ready reference and future planning discussions.
  • Maintain working draft of long term associated drydock usage projections for ready reference and future planning discussions.
  • Provide bi-weekly CNSL fiscal year CNO availability schedule.
  • Provide on-site subject matter expert response to in-person, telephone or e-mail inquiries or concerns regarding CNO Availability schedules.

Location: Onsite in Norfolk, VA.

Travel Requirements: Up to 25% travel is anticipated, to CONUS and OCONUS locations, dependent upon customer requirements and schedule.

Typical Physical Activity: Primarily desk/computer work in an office environment. Periodic visits to waterfront/shipboard environments. May involve: repetitive motion, traversing shipboard environments (e.g., confined spaces, ladders, hatches), speaking or vision.

US Citizenship Required:Due to the requirements of the federal contract that this position supports, U.S. citizenship is required. Citizenship will be confirmed via I-9/E-Verify at the start of employment.

Existing Security Clearance Required:This position requires a DoD Secret security clearance. A qualified candidate must already possess an active or interim Secret security clearance.A candidate with especially strong, relevant experience but no active security clearance may still be considered, but work start would be dependent upon a new Secret clearance being awarded.

Typical Knowledge, Skills, and Abilities:
  • High School diploma, GED, or equivalent.
  • Ten (10) years of active naval service, achieving the rank of 0-3 or E-7 as a minimum.
  • Three (3) years experience in scheduling depot level maintenance activities for US Naval vessels.
  • Three (3) years experience in scheduling operational activities for US Naval vessels.
  • Two (2) years of Shore Staff duty, working with other naval shore activities.
  • Two (2) years working with Surface Force OFRP cycle and Maintenance Availability requirements.
  • Proficient with common productivity software, including the Microsoft Office suite.
  • Excellent communication skills.
