Responsibilities

AMERICAN SYSTEMS is seeking a dynamic Site Security Manager (SSM) responsible for overseeing all security aspects of project planning, design, and construction, ensuring compliance with all regulatory and accreditation requirements. The SSM will act as the subject matter expert, providing technical guidance and recommendations throughout all phases of the project, including planning, design, construction, setup, and accreditation. This role requires close collaboration with internal teams (Planners, Project Managers, Designers, and Construction Managers) as well as with government agencies and their Accrediting Officials (AO) to enforce policy-based security requirements.

Key Responsibilities

    Develop and implement Construction Security Plans (CSP), Concept Validation Requests (CVR), Standard Operating Procedures (SOPs), Fixed Facility Checklists (FFC), and TEMPEST documentation.
  • Conduct periodic security inspections and audits to ensure ongoing compliance with CSP, ICD 705, TEMPEST 1/13, DoD/IC Directives, and all accrediting authority requirements.
  • Document and notify security violations or deviations in accordance with policy and within required timeframes.
  • Work with construction firms to secure the construction site, materials, and equipment and enforce access control.
  • Advise leadership and AOs on the implementation of all security policies and mitigations of construction and physical threats.
  • Attend and lead project meetings, design reviews, and progress reviews, providing security input to ensure compliance with technical specifications.
  • Maintain thorough records, including photo documentation, daily activity logs, risk assessments, security incident reports, and contractor/vendor lists, to be included in accreditation packages.
  • Develop and submit all required accreditation documentation, including FFC, TEMPEST checklists, STC and RF Testing Reports, and Emergency Action Plans.
  • Lead initial and ongoing risk assessments, outline threats, and propose mitigation strategies.
  • Evaluate proposed SCIF/SAPF spaces for threats, vulnerabilities, and recommend countermeasures for both physical and technical security challenges.
  • Provide day-to-day oversight of SSM security staff and supporting Construction Surveillance Technicians (CSTs), managing schedules and task assignments to ensure continuous monitoring and coverage.
  • Ensure training and compliance with all standards, including adherence to NISPOM, DODM 5105.21 V2, CDSE STEPP, and local safety requirements.
  • Deliver professional briefings and written reports to all levels of personnel, including senior government representatives.
  • Ensure timely notification of pertinent security matters to technical and program management staff.


Qualifications

  • Knowledge, Skills, and Abilities

    • Extensive familiarity with ICD/ICS-705 standards, DoD/IC directives, and physical/technical security controls.
    • Strong working knowledge of construction management, blueprint reading, and all construction disciplines (civil, architectural, mechanical, electrical, electronic).
    • Understanding of counterintelligence, counter-surveillance, and technical surveillance countermeasures.
    • Ability to analyze construction designs for vulnerabilities and provide recommendations for security enhancements.
    • Proficient in Microsoft Office Suite and general office software.
    • Strong organizational, time management, communication, and interpersonal skills.
    • Capable of handling multiple responsibilities with minimal supervision.
    • Ability to travel up to 20%.

    Minimum Qualifications

    • Active TS/SCI Clearance required.
    • At least 3-5 years of security experience, with direct (on-site) experience relating to ICD 705 (SCIF/SAPF) construction, intelligence or counter-intelligence operations, technical or counter-surveillance, or physical security.
    • Certification(s) such as SFPC, SAPPC, SPSC, SPIPC, PSC, ISOC, or ATC preferred; equivalent experience considered for each SPeD certification.
    • Able to stand/walk for extended periods and occasionally lift/move moderate weight (up to 40 lbs).
    • Desired: Industry-accepted SSM certification, Construction Surveillance Technician (CST) certification, and blueprint reading certification.
    • Must be able to conduct design reviews, prepare waiver requests, maintain comprehensive documentation, and enforce access control.
    • Ability to maintain professionalism, initiative, and independent decision-making in a dynamic project environment.


Pay Transparency Statement

AMERICAN SYSTEMS is committed to pay transparency for our applicants and employee-owners. The salary range for this position is USD $74,800.00/Yr. - USD $124,900.00/Yr. Actual compensation will be determined based on several factors permitted by law.
