Job Description

Elwyn seeks a Regional Director to ensure that our programs operate according to state, federal, accrediting, and organizational mandates. The Regional Director ensures that principles, policies, and practices of Elwyn are efficaciously implemented to promote quality practice and prevent risk to the organization. This position ensures and monitors compliance with the agency's Strategic Plan and other policies and procedures (financial, human resources, administrative, etc.), as well as with policies and procedures of the funding source and other federal and state regulatory agencies (OSHA, HUD, etc.)

ESSENTIAL FUNCTIONS:

LEADERSHIP AND TEAMWORK

  • Provides regular supervision to direct reports.
  • Primary responsibility to receive licensing report and delegating follow-up activities to Associate Regional Director.
  • Procures appropriate clinical supervision for non-privileged licensed staff (e.g., RNs/LPNs).
  • Recruits, trains, develops, and retains competent staff.
  • Creates and delivers comprehensive evaluation and development plans for staff in a timely manner.
  • Authority to assign work, discipline, recommend pay increases, transfers, promotions, and discharge in conjunction with Human Resources policy and procedures.
  • In coordination with the Associate Regional Director, facilitates the hiring process of all Program Directors/ Team Leaders. in conjunction with clinical supervisor.
  • Develops a strong, committed Regional Management Team.
  • Shares in the responsibility of Program Director or Team Leader. supervision
  • Supervision of Associate and RAC, Regional Clinical Supervisor.
  • On call coverage.

OPERATIONS MANAGEMENT

  • Ensures compliance with all agency policies and procedures.
  • Partners with the Associate Regional Director to ensure that the vision of the agency is implemented in all regions and programs.
  • In conjunction with the Associate Regional Director, develops annual regional strategic plan detailing priorities and staff development needs. Periodically reviews the plan.
  • Analyzes program effectiveness and efficiency. Implements process improvement strategies as necessary.
  • Acts as a catalyst for new ideas.
  • Demonstrates all employment actions are carried out in a safe manner rendering a safe environment for all clients, visitors, and employees.
  • Ensures recommended staff trainings are attended, information is learned and applied.
  • Ensures record keeping and practice, including clinical records management, is clear, timely, and in compliance with agency, contract, regulatory agencies, and OSHA.
  • Notifies supervisor of any pertinent clinical or administrative information to ensure quality client care.

FINANCIAL MANAGEMENT

  • Assists Program Directors/Team Leaders in the development and monitoring of their budgets.
  • Develops and monitors the regional budget.
  • Ensures compliance with financial policies and procedures.
  • Coordinates RFP, contracting, and re-contracting process.

EXTERNAL CONTACTS

  • Serves as local representative with the funding source.
  • Ensures that funding source requirements are met with the contracting process, licensing, Human Rights, etc.
  • Assists Program Directors/Team Leaders in working effectively with the funding source negotiating referrals, and with other local communication.
  • Serves as local representative with other community agencies and groups.
  • Develops Regional/Program Advisory committees to ensure community input and integration.

INFORMATION EXCHANGE AND INVOLVEMENT

  • Ensures effective communication between programs and the Administrative Office Departments.
  • Serves as a role model to regional staff, presenting a professional, ethical, and positive image, as well as communicating the agency's corporate culture and values as stated in its mission statement.
  • Promotes involvement with other regions by maintaining involvement with other Regional Directors and with Executive Leadership Team members, and through participation in agency-wide projects and retreats.

QUALIFICATIONS, EDUCATION AND EXPERIENCE:

Pre-employment Education/Experience:

  • Masters degree in counseling, social work, clinical psychology, or closely related discipline required, professional license desired.
  • Five years or more years of administrative and management experience coupled with a Bachelors degree in a Human Service related discipline can be substituted for the Masters degree
  • Must possess a current, valid driver's license in state of residence, have a minimum of two (2) years of driving experience within the United States, and have an acceptable driving record
