Description
The Business Development (BD) Analyst will provide analysis and administrative support to help the BD Team develop and implement efficient, effective, best-practice processes, including for maintaining a pipeline of opportunities, maintaining an up-to-date SharePoint site, ensuring priority proposals are well-organized, and conducting research. This position requires outstanding organizational and communication skills, the ability to multi-task and coordinate multiple activities simultaneously, and strong research abilities. Requirements also include exceptional skills with Microsoft Office Suite (Excel, SharePoint, Word, PowerPoint, and Adobe Acrobat) and experience using AI tools. The ideal candidate will have some understanding of government procurement and contracts, ideally at the state and local levels. This is a hybrid position, with one day a week in the office.

1. Maintain opportunity pipeline, in collaboration with BD Intern, to ensure accurate tracking of proposal opportunities. Work with Intern to research opportunities, compare them to bid criteria, add them to pipeline (if appropriate), continuously update pipeline entries, and ensure all details are accurate.

2. Perform day-to-day maintenance of BD Team's SharePoint site. Ensure proposal solicitations, drafts, and artifacts are uploaded and stored in the correct location. Work with BD and IT Teams to update SharePoint structure and functionality as new features are rolled out. Answer questions and assist BD Team and other Melwood staff looking for documents. Support development of a graphics library in SharePoint, working with Communications team.

3. Serve as Proposal Coordinator for significant bids, by helping set up meetings, notifying the team about upcoming deadlines, scheduling reviews, supporting administrative tasks, and gathering information (e.g., past performance reference information, CPARS, quality metrics, staff resumes, contract details). Support preparation of RFI responses and assembly of RFP questions.

4. Monitor sources such as SourceAmerica, SAM.gov, GSA eBuy, Federal Compass, eMMA, and eVA to watch for contracting opportunities. Download and file all solicitation materials and distribute to BD Team and other relevant Melwood staff.

5. Conduct research as requested by BD Team members. Use websites and portals such as SAM.gov, GSA eBuy, SourceAmerica, the Fairfax County Contract Register, and the Bureau of Labor Statistics, as well as online sources, to gather details for proposal content and background on prospective and past contracts.

6. Perform administrative management and support functions for BD Team. This includes setting up meetings, requesting proposal debriefs and distributing responses when received, tracking submitted proposals, supporting win/loss analysis, and archiving photos from site visits.
