Job Posting Title: Supervisor, Foreign Trade Zone Administrator
Time Type: Full Time

Summary

Responsible for ensuring legal compliance and providing import administration and control within government rules and regulations in the foreign trade zone operation. Interface with internal and external customers, freight forwarders, customs officers, and other functional areas to ensure proper customs admission, entry, and removal of good into and out of the FTZ. Perform all reporting and accounting functions related to inventory, billing, and regulatory requirements.

Duties and Responsibilities



  • Follow the guidelines for compliance to the CBP regulations 19 CFR 146, CBP's FTZ operating manual, and the Foreign-Trade Zones Board Regulations.
  • Develop and maintain FTZ operation manual specific to zone operations and keep current with CBP.
  • Analyze, review, and manage customs declarations related to inbonds, permits to transfer, admissions, and entries.
  • Create and maintain files in accordance with document retention policies.
  • Manage daily inventory reconciliation processes and analyze, research, and resolve all discrepancies.
  • Manage and report all shortage/overage reporting to CBP within regulatory guidelines.
  • Concur admissions within FTZ software.
  • Prepare and submit weekly 3461 and 7501.
  • Analyze, reconcile, and maintain all inventory control and record keeping systems, logs, and files.
  • Utilize company and third-party software to facilitate the clearance and movement of cargo.
  • Coordinate with internal and external customers to facilitate the movement of cargo in and out of the FTZ.
  • Prepare and present FTZ training to internal and external customers.
  • Provide expert advice to internal and external clients on FTZ regulations.
  • Prepare and submit quarterly harbor maintenance fees on all ocean shipments.
  • Manage annual inventory reconciliation and FTZ Board reports.
  • Create customer reports as required.
  • Follow DB Schenker's Global Healthcare Quality Management System for GDP products when required.
  • Complete other tasks as assigned.

  • Supervision and direction of FTZ Coordinators

Skills & Competencies



  • Intermediate to advanced computer skills with working knowledge of MS Office Suite
  • Basic knowledge of accounting
  • Well-developed analytical skills and ability to problem-solve
  • Strong organizational skills and ability to multi-task
  • Good interpersonal skills and communication skills
  • Advanced knowledge of Customs and FTZ processes
  • Knowledge of general freight forwarding terms and standards
  • Inventory control and record-keeping experience helpful.

Preferred Qualifications



  • Bachelor's degree in Supply Chain, Business, or a related field.
  • 3+ years of logistics or brokerage experience, with an emphasis on import drayage.
  • Existing book of business or carrier relationships in key port markets
  • Familiarity with chassis pools, PierPass, demurrage/detention billing, and port technology platforms



Language skills



  • English (Reading, Writing, Verbal).



Computer Literacy



  • Technically proficient in TMS platforms, Microsoft Excel, and CRM systems.
  • Proficient with all Microsoft Office applications, Word, Excel, Teams and PowerPoint.

For this position, the expected base pay is: $71,000 - $106,500/ Annual. Actual base compensation will be determined based on various factors including job-related knowledge, geographical location, skills, experience, and other objective business considerations.
