Summary of position/daily activities:

AEM is seeking a highly skilled and experienced Deputy Project Manager/Scrum Master to oversee and coordinate multiple technical workstreams in support of a Federal Customer. This role requires a strategic thinker and hands-on leader with a strong background in data engineering, data modeling, and system migrations. The Technical Lead will be responsible for guiding cross-functional teams, ensuring the successful delivery of complex data solutions, and managing the transition of systems and processes across platforms.

Key duties include:


  • Serve as Scrum Master for a cross-functional Agile development team, facilitating all Scrum ceremonies and ensuring the team adheres to Agile principles and values.
  • Facilitate the team in the design, development, and deployment of an Enterprise Data Platform with a strong emphasis on accounting, finance, and regulatory compliance.
  • Foster transparent communication and proactive issue resolution among developers, data engineers, business analysts, and QA personnel.
  • Apply Agile and DevOps practices to streamline development cycles, enhance collaboration, and ensure continuous delivery.
  • Act as a servant leader and coach, promoting a culture of accountability, innovation, and continuous improvement.
  • Remove impediments to progress and shield the team from external disruptions.
  • Collaborate with product owners, business stakeholders, and federal client representatives to translate accounting and financial requirements into detailed user stories and technical tasks.
  • Track team progress using Agile metrics and provide regular status updates, demos, and documentation for internal and client stakeholders.
  • Promote a strong partnership between business and technical teams to ensure solutions meet business goals, compliance standards, and audit requirements.
  • Assist in risk management, backlog refinement, and sprint planning to align with project milestones and financial reporting timelines.
  • Collaborate with Project Director to monitor project progress, manage risks, and ensure timely delivery of milestones.
  • Manage the migration of systems from one platform to another, ensuring data integrity, minimal disruption, and compliance with federal standards.




  • Basic qualifications/experience (the required qualifications which are critical to be considered for the position:
  • Certified Scrum Master (CSM or equivalent) with a strong record of leading Agile teams.
  • Minimum of 5 years' experience as a Scrum Master in software development or data platform projects.
  • Demonstrated experience coordinating the delivery of enterprise data solutions, with direct exposure to accounting, finance, or financial management systems.
  • Proficiency in Agile tools with a strong preference for Azure DevOps experience.
  • Experience working with cross-functional teams including developers, data engineers, analysts, and testers.
  • Strong knowledge of Agile frameworks and DevOps practices.
  • Excellent interpersonal, communication, and facilitation skills.
  • Proven ability to multi-task and manage competing priorities in complex program environments.
  • Ability to translate business and financial requirements into actionable technical tasks.
  • Strong interpersonal and communication skills.
  • Minimum of 15 year's experience of software development or providing IT solutions
  • Minimum of 7 years' consulting experience and working closely with clients and stakeholders.
  • Minimum of 4 years' experience working with Python data engineering teams
  • Minimum of 2 years' experience with using Azure for data engineering, with experience using Azure services such as Azure Data Factory, Azure Synapse, Azure Functions, Azure Logic Apps, and Azure Event Grid.
  • Minimum of 2 years' experience with data modeling in the context of data pipelines, with preferred experience using Power BI / Power Platform datasets, reports, and dashboards.
  • Must be able to obtain a government security clearance


Desired skills/certifications (any additional skills desired but not required to be considered for the position):


  • Bachelor's degree in computer science, data analytics, information systems, or related field.
  • Current government security or public trust clearance
  • Project Management Professional
