Valiant is looking for a DMHA Advisor, Partnerships & Resilience Specialist to join our team! In this role you will manage the environmental security forum and partnership, and critical infrastructure line of effort at CFE-DM within the Training & Engagements branch. The objective of this role will focus on broad resilient infrastructure planning as it pertains to military posture planning and construction activities that ultimately support disaster management coordination. This role will also lead the planning, coordination, and execution of CFE-DM's multinational military and civil-military environmental security cooperation forum, which occurs annually. In support of the environmental security partnership, this role will explore how the impacts of environmental crises affect regional security and contribute to various planning efforts, improving interoperability among Allies and Partners through capacity building engagements.

The DMHA Advisor, Partnerships & Resilience performs duties associated with:



  • Assessing infrastructure in support of military and civilian organizations.
  • Sharing resilient infrastructure best practices with various stakeholders through information sharing, capacity building engagements/training, and the development of adaptation solutions.
  • Conducting civil-military training courses, a multinational and bilateral conference, workshops, and exercises as it pertains to environmental security and resilience.
  • Communication and collaborative skills to work as part of an interdisciplinary, inter-agency, and international team to address the complex issues of environmental security and resilience.

RESPONSIBILITIES AND DUTIES:

  • Deliver high-quality infrastructure assessments and presentations to military and civilian organizations for CFE-DM.
  • Lead the planning, coordination and facilitation of events including capacity-building workshops for environmental security forum and partnership.
  • Serve as a subject matter expert in long-term resilient infrastructure planning and operational support before environmental crises.
  • Support development of training curriculum to meet identified training gaps/requirements; review and provide recommendations regarding content.
  • Contribute to case studies and the collection of good practices regarding long-term resilience planning; assist in capturing lessons learned and best practices from real-world operations.
  • Draft after-action reports and develop strategic planning documents.
  • Support cross-branch CFE-DM initiatives and projects as required.
  • Draft analysis, correspondence, planning documents, after-action reviews, and other professional white papers and articles as required.
  • Participate in relevant international or local engagements.
  • Plan, coordinate, and facilitate multiple events each year. Cultivate existing and new partnerships and identify opportunities for collaboration with new stakeholders, including DoD units and offices, partner militaries, interagency, and international organizations relevant to the mission.
  • Understand, monitor, and remain current on geo-political developments impacting environmental crises globally, with a primary focus on the Asia-Pacific region.
  • Provide relevant expertise on civil-military coordination in a wide range of military operations to civilian and military organizations.
  • Other duties as assigned.
  • Infrastructure Duties:
  • Support the Joint Posture Management Office (JPMO), J44, other J-Dirs, and Service Components by request to ensure USINDOPACOM's activities/interests assess and mitigate risk to environmental and natural hazards.
  • Assist JPMO Site Managers and Environmental Planning teams by providing relevant data. Participate in planning charrettes and provide review of deliverable products, by request.
  • Provide technical assistance to the Government in identifying and resolving hazards that have the potential to adversely impact project development progress.
  • Generate recommended courses of action (COAs) to build resilience.
  • Environmental Security Forum and Partnership Duties:
  • Maintain communication with environmental security partnership members, facilitate collaboration, track engagement, and recruit new members.
  • Provide administrative assistance, organize meetings, and implement committee decisions.
  • Plan and execute the annual environmental security forum, coordinate funding, oversee logistics and travel arrangements.
  • Maintain the environmental security partnership's online presence, develop materials, and represent the organization at events.
  • Support project implementation, monitor progress, manage forum planning budget, and ensure compliance with funding guidelines.
  • Other duties as assigned.

EDUCATION REQUIREMENT: Bachelor's Degree in Environmental Studies, Planning, Science or related field

CLEARANCE REQUIREMENT: Active Secret

EXPERIENCE:



  • 5+ years of project and program coordinator experience.
  • Understanding of resilience building efforts and ability to employ tools to build capability with allies and partners (i.e. data analysis, engagements and planning, decision support)
  • Knowledge of and familiar with Joint Area Development Plans (JADP), DD 1391 processes, and related documentation associated with the military construction planning, programming, and budgeting process.
  • Experience advising and briefing senior leaders in military and/or civilian organizations (including senior civilian, military, SES), contract management and labor personnel and others as necessary.
  • Understanding of military disaster response, posture planning, security cooperation, or environmental research
  • Demonstrated ability to guide, motivate, and coordinate the work of professionals in a matrix organization with multiple reporting relationships.
  • Must be able to speak, read, and write in the English Language fluently.
  • Strong writing and speaking skills.
  • Comfort with public speaking, presentation, and facilitating groups is required.
  • Ability to take direction yet work independently with a high degree of autonomy is required.
  • Familiarity with the Asia-Pacific geopolitical security environment is desired.
  • Willingness to collaborate with others from different backgrounds, respect for diverse perspectives required.
  • Travel 30% (International and Domestic).



PHYSICAL REQUIREMENTS: Physical requirements may include, but are not limited to, lifting, ascending, and descending stairs, climbing, extended sitting or standing, to various degrees. This job will primarily be in an Office Setting. Must be able to physically travel.
