Description
The Fair Lending Officer is responsible for leading the design, implementation, and administration of all aspects of the Bank's Fair Lending Compliance Program, which includes maintaining the Bank's compliance with federal and state laws and regulations and establishing monitoring controls.
- Lead the monitoring of the fair lending compliance function to ensure compliance with fair and responsible banking, which include laws and regulations and adherence to all lines of business policies, programs and procedures
- Ensure the Executives and Senior Management are continuously informed of all aspects of the Bank's fair lending risk management activities including an evaluation of its relative risk exposure
- Analyze and communicate to the Fair and Responsible Banking Manager and Chief Compliance Officer the impact of all laws/regulations affecting the Bank's Fair Risk Management Programs, policies, procedures, new and existing products
- Analyze results from external and internal fair lending audits, risk assessments, and exams. Prepare and assist with presenting reports to management, governance committees, and the board that summarize results with recommended courses of action and improvements to reporting and managing changes
- Perform HMDA data analytics of lending data to detect potential disparities in underwriting, pricing, redlining, and steering, provide monthly and quarterly reports designed to identify trends and/or patterns of concern and escalate to senior management for further investigation. Lead the validating and improving test design process
- Provide maintenance, follow-up and support for the Bank's HMDA data collection, tracking and reporting software systems; responsible for HMDA data integrity; submit such information to senior management within assigned timelines
- Assist with developing and implementing lending and deposit programs, products and services for customers in majority minority areas; ensure the Bank meets the needs of the community it serves and attains fair lending compliance goals; develops and responds to community concerns as they arise
- Service as a subject matter expert (SME) on fair lending compliance and advisor to all lines of business by providing compliance related research. Provide regulatory interpretation to internal departments
Qualifications:
- Bachelor's degree or equivalent work experience. Certified Compliance Regulatory Compliance Manger or other similar designation preferred
- 5-7 years' related experience in compliance and fair lending. Must have a working knowledge of fair lending laws and regulations including but not limited to the Equal Credit Opportunity Act (ECOA), Home Mortgage Disclosure Act (HMDA), Fair Credit Reporting Act (FCRA), Fair Housing Act (FHA), Unfair, Deceptive or Abusive Acts or Practices (UDAAP) and related regulations
- Preferred: Strong knowledge of ECOA, FHA, HMDA, UDAAP, and OCC guidance. Proficient in statistical analysis tools and techniques (e.g. regression analysis, disparity testing)
Skills:
- Working knowledge of Microsoft Excel and MS Word, basic keyboarding and calculator skills, must be able to do simple math and carry out written instructions
- Travel to a variety of locations to perform work and/or attend meetings at required
- Work occasionally requires more than 40 hours per week to perform the essential functions of the position
- Lifting in an office setting may be required up to 30lbs.
