Job Family Description

Project management personnel plan, monitor and manage internal projects from initiation through completion. Program management personnel manage programs responsible for the execution of multiple projects or sub-projects. They secure required resources and use formal processes and tools to manage resources, budgets, risks, and changes. They manage projects to ensure on-time completion according to specifications and within budgeted costs.

Discipline Description

Project Controls supports projects and programs with cost/schedule management and data analysis. Project Controls personnel provide the data needed to make informed decisions on program/project execution. Cost/schedule management includes baseline development/management, performance reporting, variance analysis and Baseline Change Control. Project Controls personnel integrate cost, schedule, technical scope and risk to assess progress against a baseline, use that information to identify problems and forecast cost and schedule at completion. These cost/schedule management tasks are performed in compliance with DOE Orders and government cost control guidelines. Project Controls personnel utilize various programs to perform their duties including P6, COBRA and Excel.

Some Typical Duties & Responsibilities Include:

Project Planning and Scheduling:
Develop and maintain detailed project schedules, including resource allocation and critical path analysis.
Utilize project management software to track project milestones, deliverables, and timelines.
Coordinate with project managers and team members to ensure schedule adherence and timely completion of project tasks.
Cost Management:
Prepare accurate cost estimates, budgets, and forecasts for projects.
Monitor project costs and expenditures, ensuring they align with the approved budgets.
Identify cost variances and provide recommendations for cost control measures.
Performance Measurement and Reporting:
Develop and implement project performance measurement metrics, including Earned Value Management (EVM).
Generate regular project status reports, highlighting key performance indicators (KPIs) and project health.
Present findings and reports to project stakeholders and senior management.
Change Management:
Facilitate the change management process, including the assessment and documentation of change requests.
Analyze the impact of changes on project scope, schedule, and budget.
Ensure proper approval and communication of changes to all relevant stakeholders.
Documentation and Compliance:
Maintain project documentation for compliance with internal and external standards.
Ensure that all project control processes and procedures are followed and documented.
Assist in the preparation for project audits and reviews.
Collaboration and Support:
Work closely with project managers, team members, and stakeholders to ensure cohesive project execution.
Provide support and guidance to junior project controls staff as needed.
Participate in team meetings and contribute to continuous improvement initiatives.

Required Qualifications

* Bachelor's degree in relevant field plus at least five years of experience (YOE) in a relevant role, OR Master's degree in relevant field plus at least two years of experience (YOE), OR Doctoral degree in relevant field
* Equivalencies to experience and education requirements will be considered

Security Clearance Information

SRNS is required by DOE to conduct a pre-employment drug & alcohol test and background review that includes checks of personal references, credit, criminal records, and employment history, and education verifications. Positions with SRNS may require applicants to obtain and maintain a DOE L or Q-level security clearance, which requires U.S. citizenship. Factors such as pre-employment background review results, dual citizenship status, and unpaid and/or unfiled taxes may impact your ability to obtain a security clearance.
