Overview

R&P is currently seeking a Subcontracts Administrator to support our NAVSEA business group. This position will be in the Washington Navy Yard office of R&P and will report to the Director of Contracts to eventually perform the full range of subcontract administration functions to the point of signature. In this role the ideal candidate will be expected to work on subcontract administration efforts and be able to work with a high level of autonomy but also be comfortable receiving and acting on specific direction. Subcontracting actions are generally for support services-type activities.



Responsibilities

    Prepare and maintain complete subcontract files in accordance with FAR procurement requirements, corporate procurement guidance, and other applicable references to ensure compliance throughout the procurement cycle. Download and populate subcontract files with subcontractor data from Federal Data bases and seek subcontractor data from new subcontractors and update data from existing subcontractors as needed.
  • Update and maintain various corporate databases for nondisclosure and teaming agreements and subcontractor status sheet.
  • Under general supervision, be responsible for drafting nondisclosure agreements, teaming agreements, leading to subcontract agreements, and purchase orders. Other duties will include inputting company subcontract reporting into Federal Databases.
  • Develop and maintain a working knowledge of Federal Acquisition Regulations (FARs) and DoD Supplements and standard procurement practices.
  • Participate in proposal preparation and proposal meetings to include issuing solicitations to potential subcontractor and procurement team members.
  • Review solicitation responses from subcontractor team members and perform relevant cost/price review and develop/maintain procurement files. Perform compliance checks to ensure responses meet solicitation requirements, delivery terms, payment terms, and other terms and conditions of the procurement.
  • Negotiate aspects of procurements to meet targeted goals to include price, payment and delivery terms, quality requirements, and other factors with selected subcontractors or suppliers to achieve the best value procurement possible.
  • Actively manage subcontractor/supplier performance through consistent communication with program managers and subcontractors to ensure proper adherence to subcontract terms and conditions.
  • Prepare and disseminate information to line management regarding subcontract status, compliance, modification, deviation, negotiation and termination.
  • Demonstrate a degree of analytical ability to understand and interpret complex data and solve complex problems.


Qualifications

  • 1-3 years of experience in subcontract administration or financial management is required.
  • Ability to develop a working knowledge and experience administering government contracts/subcontracts in compliance with FAR regulations and DoD Supplements
  • Previous experience working within the DoD contracts environment, Navy experience desired.
  • Demonstrates strong oral and written communication skills.
  • Proficiency in Microsoft Office (Excel, Word, PowerPoint) and Adobe Pro.
  • A college degree, Certified Purchasing Manager (CPM), or Certified Professional Contracts Manager (CPCM) desired.
