Job Summary:

The Chief of Support Services (C-SS) is responsible for the operational, contractual, and financial health of all internal corporate services including Human Resources, Recruiting, Training, Information Technology, Facilities, Security and associated services. The C-SS must understand customer requirements and accordingly execute a production plan to meet the support requirements. Work with Focus Area Leads to oversee the preparation of production services, policies, and directives that directly enhance operations. Regularly schedule and lead customer meetings to ensure that corporate customer service goals are met. Collaborate with the Chief of Solution Delivery and the customers to develop process improvements to optimize production speed and quality. Motivate team members to deliver exceptional work and exceed expectations. Organize job training for team members to achieve business objectives.

The C-SS ensures that support functions are efficient, scalable, compliant, and aligned with strategic objectives, enabling the company to expand from its current revenue base to $250M+ while maintaining agility and operational excellence. The role requires close collaboration with the Chief of Solution Delivery, Chief Strategy Officer, Chief Financial Officer, Focus Area Leads, and corporate customers to ensure support functions anticipate needs, augment organic growth, and help the business scale sustainably.

Responsibilities:

  • Operational Leadership & Growth Enablement
  • Lead all corporate support functions to ensure readiness, efficiency, and scalability as the company grows
  • Translate customer and internal requirements into actionable support service plans that anticipate growth in contracts, workforce, and infrastructure
  • Develop and maintain policies, directives, and production services that enhance company-wide operations
  • Build corporate systems and processes that can scale rapidly with new contracts, employees, and facilities
  • Collaborates across the executive team to augment organic growth by ensuring the company's infrastructure, people, and growth-ready
  • Ensure facilities and infrastructure services are maintained at the highest state of readiness to support programmatic goals
  • Ensure Human Capital functions are aligned for maximum efficiency and effectiveness
  • Collaborating with management on planning, and forecasting; maintaining short- and long-term business plans
  • Keep continuous communication with customers and business partners
  • Maintain operational certifications that support the business goals (e.g. CMMI, CMMC)
  • Maintain knowledge of all products and service offerings of the company for alterations to the 5-year facilities plan
  • Mentor and develop subordinates
  • Lead and support company proposal efforts by authoring and / or reviewing technical content for various business development efforts
Corporate Services Oversight
      • Ensure facilities and infrastructure are maintained at the highest state of readiness to support program goals
      • Oversee Human Capital functions (HR, recruiting, benefits, payroll, training) for maximum efficiency and workforce enablement
      • Oversee IT and cybersecurity operations to protect data, ensure compliance, and leverage technology for productivity and growth
      • Maintain operational certifications (e.g., CMMI, CMMC, ISO) that support government contracting requirements and business objectives

Legal & Contracts

  • Oversee corporate legal services in collaboration with in-house counsel or external partners
  • Ensure contracts, subcontracts, NDAs, teaming agreements, and compliance documentation are accurate, timely, and legally sound
  • Support proposal and business development teams with legal inputs such as contract terms, intellectual property protections, and compliance checks
  • Lead corporate policy governance to ensure alignment with evolving laws, regulations, and government / industry standards

Bids, Proposals & Business Development Support

  • Partner with the Chief Strategy Officer, Capture Managers, and Proposal Managers to align corporate support functions with pipeline opportunities
  • Ensure support services (HR, IT, Facilities, Security, Legal, etc.) provide timely and compliant inputs (e.g. resumes, org charts, facilities descriptions, certifications, past performance, pricing data)
  • Contribute to bid readiness reviews by ensuring all corporate capabilities are accurately represented
  • Lead or support proposal efforts by authoring/reviewing technical content, corporate capability statements, and management/operations sections
  • Build and maintain a repository of reusable corporate proposal content, ensuring consistency and compliance across submissions
  • Provide executive oversight of pricing inputs related to corporate support functions (e.g., fringe rates, indirects, facilities costs)
  • Ensure corporate services and infrastructure are ready to support anticipated growth from new contract awards

Customer & Business Alignment

  • Maintain continuous communication with internal and external customers to ensure support functions meet or exceed service expectations
  • Partner with CSO, CFO, Focus Area Leads, and Chief of Solution Delivery to ensure corporate support directly enables mission delivery
  • Contribute to long- and short-term business planning, forecasting, and growth strategies

Leadership & Team Development

  • Mentor and develop subordinate leaders, creating a strong pipeline of support services managers
  • Motivate team members to deliver exceptional results, exceed expectations, and embody company values
  • Organize professional development and training programs to ensure the workforce scales with business needs

Basic Qualifications:

  • Bachelor's degree
  • Demonstrated 5+ years' of Department of Defense (DoD) Program Management experience
  • Demonstrated 7+ years' Program/Project Management experience
  • Demonstrated strong analytical, organizational and time-management skills
  • Demonstrated ability to work independently and collaboratively within a team environment
  • Demonstrated excellent verbal and written communication skills; the ability to confidently engaged with C-level executives
  • Demonstrated ability to scale an organization to $250M+

Preferred Qualifications:

  • Bachelor's degree in Computer Science, Information Technology Business or a related field
  • Master's Degree
  • Demonstrated 10+ years' Navy program or defense services experience
  • PMP certification (highly desired) or equivalent project management credential
  • Demonstrated experience supporting federal bids and proposals in a corporate leadership role
  • Demonstrated knowledge of government contract law and compliance
