Qualifications

Education and Experience: Bachelor's degree and three years of full-time, professional staffing or recruiting experience.

Substitution of Experience for Education: Qualifying full-time professional staffing or recruiting experience may be substituted for the required education on a year-for-year basis to a maximum of four years.

Overview

This classification performs talent acquisition work at the lead level under general supervision. An employee in this class is responsible for all aspects of talent acquisition for the agency including recruitment and selection, focus on the candidate experience, a high level of collaboration with internal and external customers, creating and managing special recruiting programs, and influencing and implementing recruiting strategy. This classification differs from the Talent Acquisition Specialist in that the latter performs talent acquisition work of lesser scope and complexity. This class differs from the Talent Acquisition Asst Director in that an incumbent of the latter supervises employees within this classification.

Responsibilities

  1. Oversees and drives all facets of the hiring process to include intake meetings, advertising, ensuring accuracy of job postings, and assisting with candidate screenings.
  2. Develops and implements innovative, efficient, and effective advertising for job postings in collaboration with hiring managers and communication teams to meet organizational needs through strategic communication and proven methodologies for the sourcing, screening, and selection of top talent.
  3. Networks and builds recruiting pipelines to uncover passive candidates and attract active job seekers by researching and contacting community services, colleges, employment agencies, recruiters, media, internet sites, job boards, and social media. Effectively manages internal and external internet sources.
  4. Identifies and researches quality recruiting opportunities and evaluates return on investment. Creates and manages specialized recruiting programs to locate and engage potential candidates, creating applicant pipelines.
  5. Researches, develops, and implements new recruiting strategies that consider divisional needs and market trends. Maintains knowledge regarding best practices in the talent acquisition process to fit agency needs.
  6. Builds effective relationships with key internal stakeholders to gain an understanding of roles and responsibilities. Builds effective relationships with potential applicants, external stakeholders, and organizations to drive innovative recruiting strategies and opportunities.
  7. Serves as a departmental representative at various virtual/in-person recruiting events.
  8. Influences and utilizes recruiting metrics to help continuously improve processes and evaluate progress. Maintains strategic focus that aligns with recruiting goals.
  9. Engages hiring managers, influencers, and individual contributors in talent acquisition best practices and processes.

TN Driver Standards

State of Tennessee positions that may involve driving responsibilities require candidates to meet the following minimum driver qualifications:

  • A valid driver's license
  • For the past five years, the candidate's driver record must not have record of the following violations: driving under the influence (DUI), reckless driving, license suspension for moving violations, more than 4 moving violations.
