Job Summary

The Loudoun County Health Department is seeking a skilled and motivated Environmental Health Technical Specialist to support the Rabies Program within the Environmental Health Division. This full-time role is critical to safeguarding public health through rabies surveillance, prevention, education, and enforcement. The Specialist will provide technical expertise, guidance to staff, and collaboration with community partners to ensure program effectiveness and compliance with applicable laws, ordinances, and public health policies. Key responsibilities include, but are not limited to:
- Train Environmental Health staff assigned to rabies control to ensure quality performance, timely service delivery, and adherence to public health standards.
- Conduct and oversee rabies case investigations, animal exposure follow-up, and confinement tracking.
- Review and analyze surveillance data to guide decision-making and resource allocation.
- Collaborate with medical providers, animal control, veterinarians, and the public to coordinate rabies prevention and response activities.
- Ensure compliance with Virginia Department of Health (VDH) and County regulations, leading enforcement efforts as necessary.
- Provide technical assistance and subject matter expertise to staff and community partners.
- Maintain program databases, ensure accurate records, and prepare required reports and correspondence.
- Support community education and outreach on rabies prevention and awareness.
- Contribute to strategic planning and performance monitoring within the Environmental Health Division.
- Perform other duties as assigned.
The successful candidate will demonstrate:
- Strong knowledge of public health principles and communicable disease control, particularly rabies and vector-borne diseases.
- Proven leadership skills, with the ability to mentor and support a high-performing team.
- Excellent communication skills and a customer service-oriented approach.
- Ability to manage time-sensitive investigations in a fast-paced environment.
- Experience with data systems and conducting quality assurance reviews.
- Familiarity with state and local public health laws, regulations, and enforcement protocols.

Minimum Qualifications

Bachelor's degree in Environmental Public Health, Environmental Health, Biology, Chemistry, or a related field; three (3) years of related work experience; or equivalent combination of education and experience.
