PATH is currently recruiting for a Finance and Awards Associate for the Malaria and NTDs and Epidemic Preparedness and Response portfolios. The Finance and Awards Associate will support financial management and operations for donor funded projects and enter and manage financial data for the MNTDs and EPR portfolio. Reporting to the MNTD Director of Finance and Administration, with matrixed reporting lines to Senior Finance and Awards managers of assigned teams.

The Finance and Awards Associate will work with project teams and portfolio leadership to support project activities and sub-award management. They will develop and monitor budgets, and maintain financial data in PATH, MNTDs, and project-specific reporting and tracking systems. The Finance and Awards Associate will support contractual, financial, and compliance requirements of projects within the portfolio, helping ensure financial allowability, allocability, and reasonableness of costs, and adherence to financial management practices.

Responsibilities:

Budget and Financial Management

  • Develop project budgets and forecasts in coordination with project teams and program leadership.

  • Enter and update budgets and forecasts in PATH's budgeting system, and monitor and maintain data integrity.

  • Monitor project expenses against donor budgets and internal forecasts.

  • Develop and maintain reports for reporting performance against the budget and update monthly financial trackers for projects as directed.

  • Monitor labor spending against approved budgets.

  • Support allocation of internal resources - entering, updating and analyzing labor coverage data using PATH's budgeting system, dashboards, and departmental tracking systems.

  • Review general ledger transactions for appropriateness and accuracy and correct budget and coding problems in a timely manner.

  • Provide guidance to and collaborate with the finance unit in preparing financial reports and invoices, ensuring timely and complete financial reporting according to donor requirements

  • Support program leadership and project teams with financial analysis and scenario planning to facilitate decisions.

  • Provide support for ad-hoc requests, cross-cutting projects, and analysis as needed.

Award and sub-award administration

  • Initiate and facilitate the development of sub-agreements and subcontracts to project partners and vendors -- work with project teams to develop SOWs and review budgets; collect relevant documentation; submit sub-award drafting requests; and coordinate with the Office of Grants and Contracts (OGC) and Legal Affairs for issuance of agreements.

  • Monitor sub-agreements (i.e., subcontracts; sub agreements; purchase and work orders, consultant agreements.)

  • Receive, submit, and track sub-award deliverables in PATH's sub-award management system, coordinating with Responsible Project Managers (RPMs) and Project Administrators (PADMs) for approvals.

Operations and Business Development

  • Serve as a liaison between the project team and PATH shared services groups, such as Procurement, Legal, Human Resources, Finance Planning & Analysis, Accounting, and Grants and Contracts.

  • Ensure compliance with donor and PATH policies, requirements, and standards, maintaining an active knowledge and understanding of PATH policies and procedures as well as donor rules and regulations; seek out guidance from the relevant authority to resolve policy questions.

  • Maintain regular communication with and provide support and guidance to country-based administrators for financial, administrative, and operational issues.

  • Support business development activities including creating and managing opportunity records in PATH's data systems, developing and managing internal budgets for proposal development funds, researching donor cost requirements, and developing proposal budgets.

  • Provide day-to-day administrative support for program leadership and project teams as required.

Required Skills & Experience:

  • A bachelor's degree or higher in a field related to international development or business administration

  • At least two years of experience in financial management preferably with an international organization. Grants and contract administration experience is desired.

  • Effective time-management and organization skills, with the ability to handle a high volume of large, complex tasks

  • Fluency in English is required with strong oral and written presentation skills

  • Proficiency in French is desired

  • Demonstrated ability to work well with cross-functional, cross-geographical teams to accomplish objectives

  • Ability to work effectively in a fast paced, rapidly changing technology environment, and to work on multiple work streams and projects simultaneously
